Emergency Communications Manager (9-1-1 Communications Center Manager)

Overview The Larimer County Sheriff's Office is seeking an experienced, collaborative leader to serve as our next Emergency Communications Manager. This position provides leadership and oversight of the Sheriff's Office Communications Center, one of five Public Safety Answering Points (PSAPs) serving Larimer County and a critical link in delivering emergency services throughout our community. Pay Range: Starting pay range for this position is $54.49 - $65.39 per hour or $113,343 - $136,011 annually.* The Communications Center is staffed by highly trained public safety professionals who answer and process emergency and non‑emergency calls, coordinate law enforcement resources, and support emergency response operations across the county. It provides communications support for Patrol, Emergency Services, Investigations, and Jail Operations, and serves as a vital partner to local fire and emergency medical agencies. As part of the Combined Regional Information System Project (CRISP), the Center participates in a multi‑jurisdictional Computer‑Aided Dispatch (CAD) system that supports seamless information sharing and coordinated response among public safety agencies across the region. The Center currently comprises 15 Emergency Communications Operators and 4 Emergency Communications Supervisors who work around the clock to provide reliable, professional service to the community. Responsibilities The Emergency Communications Manager is responsible for planning, directing, and evaluating all communications center operations while fostering a culture of professionalism, accountability, innovation, and employee development. The role provides leadership across personnel, technology systems, operational policies, training programs, quality assurance initiatives, and strategic planning to support the continued evolution of emergency communications services. The manager will ensure effective delivery of emergency communications services, oversee program oversight, conduct long‑range planning, and lead a high‑performing team in a fast‑paced public safety environment. Preferred Qualifications Emergency Number Professional (ENP) certification through NENA. Communications Center Manager Certification Program (CMCP) certification through NENA. Certified Public‑Safety Executive (CPE) certification through APCO International. Experience in program administration, project management, budgeting, strategic planning, records management, quality assurance, training oversight, grant administration, or accreditation management. Essential Qualifications Five (5) years of experience in a public safety communications center, PSAP, or 9‑1‑1 emergency communications center, related law enforcement management, or similar duties, including at least three (3) years in a supervisory, leadership, or management capacity. Three (3) years of experience managing public safety communications technologies, including CAD, radio, E9‑1‑1/NG9‑1‑1, mobile data, recording systems, telephony platforms, and related software applications. Bachelor's degree or equivalent combination of education and/or experience, with major coursework in Public Administration, Business Administration, Criminal Justice, Emergency Management, Communications, Information Systems, or a related field. Equivalency is based on two (2) years of high‑level experience equaling one (1) year of college work. Possession of CPR certification within six (6) months of hire. Possession of NCIC/CCIC certification within three (3) months of hire. Possession of Emergency Medical Dispatch (EMD) certification within six (6) months of hire.
