Director of Pupil Services

Description

The Director of Pupil Services provides leadership, direction, and oversight for all aspects of pupil services within the school district. This role ensures compliance with federal and state laws and regulations, advocates for the needs of all students, and promotes a collaborative and inclusive learning environment. The Director is responsible for the effective and efficient administration of special education, school nursing, English Language Learner (ELL) services, Multi-Tiered System of Supports (MTSS), Title IX, and other related pupil services.

Essential Duties and Responsibilities:

• Special Education (IEPs & 504 Plans):

• Oversee the development, implementation, and monitoring of Individualized Education Programs (IEPs) and 504 Plans.
• Ensure compliance with the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act.
• Provide guidance and support to special education staff, general education teachers, and administrators.
• Facilitate IEP and 504 meetings as needed.

• School Nursing:

• Supervise and support school nursing staff.
• Ensure the delivery of comprehensive health services to students.
• Develop and implement health policies and procedures.
• Manage student health records and ensure confidentiality.

• English Language Learners (ELL):

• Oversee the identification, assessment, and instruction of ELL students.
• Ensure compliance with state and federal regulations related to ELL services.
• Provide professional development to staff on effective ELL instructional strategies.
• Monitor the progress of ELL students and report data to relevant stakeholders.

• Multi-Layered System of Supports (MLSS):

• Lead the implementation and monitoring of the district's MLSS framework.
• Provide training and support to staff on data-driven decision-making and tiered interventions.
• Analyze student data to identify trends and inform instructional practices.
• Monitor referrals and behavioral concerns related to MLSS implementation.

• Title IX Coordinator:

• Serve as the district's Title IX Coordinator.
• Ensure compliance with Title IX regulations related to discrimination on the basis of sex.
• Investigate and resolve complaints of sexual harassment, discrimination, and assault.
• Provide training to staff and students on Title IX policies and procedures.

• At Risk for Failure/Behavioral Concerns:

• Develop and implement strategies to support students at risk academically or behaviorally.
• Collaborate with school counselors, social workers, and other support staff to provide comprehensive services.
• Monitor student behavior and implement effective interventions.

• Compliance and Regulations:

• Ensure compliance with all federal and state laws, mandates, and regulations related to pupil services.
• Stay abreast of changes in legislation and best practices.
• Develop and implement policies and procedures to ensure compliance.
• Prepare and submit required reports to state and federal agencies.

• Budget Management:

• Develop and manage the pupil services budget and related grant budgets.
• Allocate resources effectively and efficiently.
• Monitor expenditures and ensure fiscal responsibility.

• Staff Professional Development:

• Identify and address the professional development needs of pupil services staff.
• Plan and implement professional development opportunities.
• Evaluate the effectiveness of professional development activities.

• Collaboration and Communication:

• Collaborate with administrators, teachers, parents, and community agencies.
• Communicate effectively with all stakeholders.
• Foster a positive and collaborative working environment.

Qualifications:

• Master's degree in Special Education, Educational Administration, or a related field.
• Valid administrative license/certification.
• Extensive knowledge of federal and state laws and regulations related to special education, Section 504, ELL, and Title IX.
• Demonstrated leadership and management skills.
• Strong communication and interpersonal skills.
• Experience in budget management and staff supervision.
• Experience with MLSS implementation.
• Experience working with diverse student populations.

Preferred Qualifications:

• Master's degree in a related field.
• Experience as a Title IX Coordinator.
• Experience with grant writing and management.

Physical Demands:

• Ability to sit, stand, and walk for extended periods.
• Ability to lift and carry up to 25 pounds.
• Ability to travel to various school sites and meetings.

Working Environment:

• Office environment with frequent interruptions.
• May require attendance at evening and weekend meetings.
