The California Central Valley Regional Water Quality Control Board’s Fresno office has an opening for a Water Resource Control Engineer working in the National Pollutant Discharge Elimination System (NPDES) Wastewater/Stormwater/Dredge-Fill Unit. The position is located at 1685 E Street, Fresno, CA 93706.

Duties: The incumbent will perform professional duties related to the Dredge-Fill Program (also referred to as the 401 Water Quality Certification Program) of the Central Valley Regional Water Quality Control Board. This work includes technical assistance to project proponents, desktop and field verification of aquatic resource delineation reports, permit development including issuance of waste discharge requirements, compliance evaluation, field investigations, enforcement, and participation in meetings with other state agencies, federal agencies, local governments, watershed groups, applicants, consultants, and the public. Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Excellent verbal and written communication skills.
• Experience reviewing and working with water quality data, scientific reports, and technical documents.
• Experience with preparation of scientific reports, memos, permits and/or technical and enforcement documents.
• Experience reviewing and/or conducting aquatic resource delineations.
• Experience conducting site or field investigations.
• Experience conducting field water quality sampling.
• An understanding of and experience with environmental regulations.
• An understanding of and experience with erosion/sediment control and stormwater best management practices.
• Ability to organize and set priorities on assignments and meet deadlines.
• Ability to work both in a team environment and independently as well as establish good working relationships with peers and non-peers.
• Working knowledge of computer applications (such as GPS, ArcGIS, Microsoft Word, Outlook, Excel, Access, and PowerPoint) and experience with database entry and spreadsheets.
• Public speaking and/or public outreach experience, including the ability to handle difficult and sensitive responses to the public and other stakeholders.
