Job Summary - Concord University is seeking a detail-oriented and collaborative Payroll Manager to oversee all aspects of the University's faculty, staff, student, and related payroll operations. This position is responsible for ensuring the timely and accurate processing of payroll while maintaining compliance with federal, state, and institutional policies and regulations. The Payroll Manager supervises and coordinates all payroll functions, including wage payments, tax reporting, reconciliations, payroll accounting, and year-end processing. The position works closely with Human Resources, Finance, Academic Affairs, and other campus departments to ensure accurate employee compensation and reporting. This role also assists the Controller with payroll reconciliations, internal controls, audits, and continuous process improvements to enhance the efficiency and effectiveness of payroll operations.

Duties and Responsibilities

Duty/Responsibility - Processing Biweekly Payroll with wvOASISHRM for 300-400 employees. Includes processing stipends, overload pay, summer school pay, and timecard entries. Calculate Annual and Faculty payouts for departing employees Follow guidance issued by the WV State Auditor's Office and State Budget Office regarding transactions. Monitor and sign off on payroll using the UKGPro timekeeping system. Address any annual leave or sick leave accrual issues inside the Kronos system. Serve as a point of contact for payroll issues for faculty, staff, and student employees. Enter Tax Documents, Net Pay Documents, and deductions/benefits in wvOASISHRM Process supplemental (Online Check) payrolls as needed. Ensure all payroll documents are compiled, entered and balanced biweekly for exempt and non-exempt staff and student pay cycles. Contact the State Auditor's Office or State Budget Office as needed for payroll transactions, and participate in training opportunities when available. Communicate and work closely with Human Resources regarding the hiring of new faculty and staff. Partner with Human Resources to resolve issues with benefits processing that affect payroll output. Process payroll transactions into the Banner Finance general ledger timely. Collaborate with other departments to ensure smooth payroll processing. Ensure compliance with all federal and state payroll laws, IRS regulations, FLSA, ACA, and West Virginia payroll requirements. Develop and maintain effective internal controls to safeguard payroll data and ensure accuracy. Maintain confidentiality of payroll and employee information.

Duty/Responsibility - Record Keeping Maintain Balances for Comp Time and Holiday Bank Balances for select non-exempt employees. Bill back research corporation and other entities regular for payroll costs that are applicable to another entities. (Research Corp and Eastern) Maintain payroll file for each employee making sure documents are included so as to comply with audit requests. Ensure compliance with Federal and State employment laws and regulations, including, but not limited to FLSA and ACA. Monitor Faculty payroll transactions on 26 Pay Maintain the running payroll budget in Banner Position Control

Duty/Responsibility - RDC Payroll Collect paperwork from all RDC and Daycare employees Process Payroll twice a month for all employees Monitor payroll and timecards

Duty/Responsibility - Student Payroll Collect paperwork from all student employees Process payroll every other week Monitor payroll and timecards

Duty/Responsibility - Other Duties, including year-end Prepare various reports for year-end audit Utilize technology to ensure efficiency when and where possible within the Payroll Office. Assist the Controller with special projects, financial reporting, reconciliations, and other accounting functions as assigned. Other duties as assigned.

Education/Knowledge

Minimum Education - Bachelor's

Required Licenses/Certification - Bachelor's degree in Business Administration, Accounting, Finance, or a closely related field required. An equivalent combination of education and progressively responsible payroll experience may be considered.

Required Skills - Thorough knowledge of payroll principles, practices, and applicable federal and state regulations. Strong analytical, organizational, and problem-solving skills. Excellent attention to detail and accuracy. Ability to maintain strict confidentiality. Excellent written and verbal communication skills. Strong customer service and interpersonal skills. Ability to prioritize multiple deadlines in a fast-paced environment. Advanced proficiency in Microsoft Excel and Microsoft Office. Ability to analyze payroll data and prepare reports. Knowledge of IRS employment tax regulations. Working knowledge of FLSA, ACA, and payroll compliance requirements. Basic understanding of payroll considerations for international employees and students. Experience with ERP/payroll systems such as wvOASISHRM, Banner, UKG/Kronos, or similar systems preferred. Experience with governmental or higher education payroll preferred. Knowledge of grant-funded payroll and labor distribution preferred.
