Public Finance Project Manager

PFM is currently seeking an experienced Public Finance Project Manager (internally titled Senior Managing Consultant) or Senior Project Manager (internally titled Director) to work in our West Public Finance practice. The successful candidate(s) will work with public finance clients across sectors on the West coast. Travel throughout the region will be required as client needs dictate. The position may be based out of either our San Francisco, Los Angeles, or Phoenix/Chandler office, and has a hybrid work arrangement.The Project Manager will lead municipal bond transactions, non-transactional client projects, and marketing / RFP support. The ideal candidate will have a deep understanding of public finance, strong leadership skills, and the ability to drive transaction execution, and client relationships in a fast-paced and collaborative environment To be successful, one must have a superior understanding of the financial markets, experience working in public sector finance, advisory services, consulting, and/or underwriting, and a demonstrated ability to manage a business plan.RESPONSIBILITIESResponsibilities include the following:Lead structuring and execution of bond transactions and other financial projects, ensuring that projects are delivered on time and meet client expectations.Maintain & expand existing relationships with clients in state, local government, transportation agencies and public utilities to support a growing business.Attending trade shows and conferencesGathering information to submit and complete proposalsActing as the primary or secondary point of contact for client questionsServing on PFM’s marketing team up through the point of final prospect interviewsDeveloping and independently implementing a marketing plan to bring in new businessDevelop and analyze financing options and strategic recommendations that meet our clients’ capital financing needsManage, generate and coordinate client deliverablesPresent financial analysis, recommendations, reports and other materials to clients at meetingsWork seamlessly with team members who travel frequently, have varying levels of in-office presence, and may be based in offices around the country.Ensure all financing transactions comply with relevant regulations, policies, and industry best practicesResearch and understand industry trends, regulations, and the competitive environment to inform strategic recommendationsBuild and maintain relationships with client, prospective client, and industry contactsManage financing teams and oversee timely performance by all staff.Management, mentorship, and training of financial analysts and associate staff.Collaborate across multiple internal & external teams to support the long-term growth of the business practice.Senior Project Manager candidates will be expected to build a self-sustaining business plan within two years of hire.MINIMUM QUALIFICATIONSAuthorization to work in the U.S. for any employer without sponsorship now, or in the future.Bachelor’s degree from an accredited college or university.At least 4 years of work experience for Project Manager candidates and at least 7 years of work experience for Senior Project Manager candidates, preferably in public finance, investment banking, or related financial advisory roles, demonstrating increasing levels of responsibility.Experience completing financial transactions start to finish including complex financial modeling and quantitative analysisKnowledge of and contacts within the state and local governments as well as the sector of focus.Currently holds MSRB Series 50 certification or is able to obtain within 60 days of hire.Strong quantitative, problem solving, and analytical skills.Excellent writing skills and effective personal communication skills.OTHER QUALIFICATIONSStrong understanding of municipal financing toolsExperience conducting and summarizing complex financial modeling and analysis, with ability to distill complex information into clear and actionable insightsAdvanced proficiency with MS Word, Excel, and PowerPoint, and DBC Finance.Insists on accountability of self and others.
