Spill Responder (Environmental Specialist 3) (In Training)

Spill Responder (Environmental Specialist 3) (In Training) Keeping Washington Clean and Evergreen. Location Northwest Region Office, Shoreline, WA. Must live within a 60‑minute commuting distance of the Northwest Region Office. Schedule Eligible for telework and flexible schedule options. Requires field work and emergency response; occasional in‑person meetings and activities. Schedules are dependent upon position needs and can change. Pay Pay Range 47 (including 5% location pay): $4,515 – $6,067 monthly. 10% Spill Response Assignment Pay once training and certifications met and maintained. Mandatory overtime and after‑hour on‑call duty rotation may apply. Responsibilities Conduct responses to spills of oil and hazardous substances, abandoned waste, fish kills, and other environmental and human health emergencies. Serve as initial incident commander and State On‑Scene Coordinator for spills of petroleum products and hazardous materials on water and land. Control, contain, and clean up spills; investigate causes; coordinate response actions with private, local, state, and federal representatives. Open containers of unknowns, take samples, overpack, and transport abandoned chemical wastes for disposal. Offer technical assistance and limited regulatory interpretation to parties involved in spill incidents and drug lab cleanups. Prepare and complete all documentation and reporting associated with incidents. Required Experience and Education Environmental Specialist 2 (In‑Training, 5 years of experience or equivalent): Incident Command and Emergency Response Leadership Experience, serving as initial Incident Commander or State On‑Scene Coordinator. Advanced Spill Response and Hazardous Materials Operations skills for oil spills, hazardous releases, abandoned waste, and illegal drug manufacturing facilities. Hazard Identification, Sampling, and Field Analysis knowledge. Dangerous Waste Management and Regulatory Compliance knowledge. Interagency and Law Enforcement Coordination skills. Emergency Spill Response Operations ability. Incident Command System participation skills. Hazard Identification and Field Safety knowledge. Sampling, Monitoring, and Waste Handling experience. Regulatory Knowledge and Application of spill response and dangerous waste regulations. Contractor and Responsible Party Management experience. Technical Communication and Documentation skills. Equipment Operation and Readiness skills. Teamwork, Reliability, and Adaptability experience. Environmental Specialist 3 (Goal Class, 6 years of experience or equivalent): Same experience categories as above with a minimum of 6 years of experience or equivalent education. Education: Degree or coursework in environmental science, engineering, chemistry, biology, or a closely related scientific or technical field that provides knowledge of emergency hazardous materials response. Required Certifications ICS 100, 200, 700, and 800 certifications. Hazardous Materials Specialist certification under State law before acting as State On‑Scene Coordinator. Core Skill Sets (Must Include) Use critical/analytical thinking and problem‑solving skills to make decisions or determine a course of action. Review and assess information and data to draw conclusions and recommend decisions or actions. Conduct research and perform data analysis on qualitative and quantitative data. Special Requirements/Conditions of Employment Valid driver’s license and ability to operate motor vehicle. Pass employment medical surveillance physical and be able to wear respiratory and chemical protective clothing. Maintain personal fitness level necessary for periodic medical surveillance exams. Pass detailed background check required to obtain Transportation Worker Identification Credential (TWIC). Complete initial SAFETRAC requirements and other required training within 6 months of entry. Prepared for minimum 3‑day field deployment within 1 hour of notification. Hold eligibility and certification (valid passport or enhanced driver’s license) to travel to Canada in event of transboundary spill. Essential Agency Employee; expected to work during facility closures and natural disasters. Perform after‑hours on‑call duty on a rotation. Notify supervisor if any required licenses or certifications are revoked, expired, or suspended. Live within a 60‑minute commute of the Northwest Region Office. Assess threats to worker safety and perform field duties safely; receive SPPR Program safety training. Hazardous Materials Management competency; receive training and equipment; obtain Hazardous Materials Specialist certification before independent action. Desired Qualifications Prior hazardous materials, emergency response, or disaster response experience. Experience working in the Incident Command System. Hazardous Materials Technician and Hazardous Materials Specialist certifications meeting WAC regulations. Familiarity with the Northwest Area Contingency Plan. Technical oversight of contractors and response resources. Responder safety and high‑risk work capability. Team leadership, training, and mentorship skills.
