*** THIS IS AN EXEMPT POSITION ***

Under the direction of the Secretary of Transportation, this position is responsible for leading the policy and strategic goals and initiatives of the Department of Transportation. This position focuses on defining long-term, high-level objectives to create a safe, efficient, and modern multimodal transportation system. Multi-disciplinary skills are required in communication, coordinating, and directing the various divisions within the department and their interface with state government in general.

Typical Duties and Responsibilities

• Responsible for leading the department's policy activities, including setting agency policy goals and initiatives.
• In consultation with the Division of Highways, Division of Motor Vehicles, and the Division of Multimodal Transportation Facilities, establishes Key Performance Indicators (KPIs) and performance-based measures to track progress on department goals.
• Research industry trends, state and federal legislative changes, and new technologies to develop, review, and update department policies.
• Develops local, state, and national partnerships to achieve the strategic goals of the department.
• Work directly with the Federal Highway Administration (FHWA) Division, providing required data and reports.
• Monitors and evaluates policies, programs, and procedures throughout the department; recommends modifications to improve the efficiency and effectiveness of program operations.
• Responsible for oversight of the economic development program
• Reviews and assists with emergency response events
• Advise the Secretary of Transportation on any potential risks and/or roadblocks that could affect the achievement of the department's strategic goals.
• Develops and presents findings, progress reports, and communication plans to the Secretary of Transportation, state legislature, and the public.
• Travel may be required; therefore, a valid driver's license is required.

• Knowledge of federal and state laws and regulations relating to the programs, missions, and policies of the department.
• Knowledge of current developments and initiatives in the program and mission fields of the department.
• Knowledge of policy analysis.

• Ability to anticipate future department needs, analyze complex data, and form long-term, actionable strategies.
• Ability to conduct independent research.
• Ability to analyze, interpret, and assess the impact of regulations, procedures, and legislative proposals.
• Ability to exercise judgement and discretion in establishing, applying, and interpreting policies and procedures.
• Ability to interact and effectively negotiate with other state officials, legislative officials, and advocacy groups.
• Ability to establish and maintain effective working relationships with others.

Minimum Requirements

REQUIRED TRAINING/EDUCATION

• Bachelor's degree from an accredited college or university.

REQUIRED EXPERIENCE

• Ten (10) years of full-time or equivalent part-time paid professional administrative experience in policy analysis, public or business administration, transportation planning, project management, communications, or a related field.
