VP/Deputy CHRO UCSF Health and Campus

University of California - San Francisco

The Deputy Chief Human Resources Officer (Deputy CHRO) serves as the principal strategic partner and deputy to the Chief Human Resources Officer (CHRO) for UCSF Health and Campus, providing executive leadership for enterprise human resources strategy, operations, workforce transformation, and organizational effectiveness. Acting with delegated authority on behalf of the CHRO, this role leads the development and execution of integrated people strategies that advance UCSF's mission of exceptional patient care, research, education, and public service while supporting long-term organizational sustainability and performance. Reporting to the System CHRO for People Experience and Delivery, the Deputy CHRO oversees the HR Business Partner (HRBP) model, HR Operations, Shared Services, and workforce technology functions, ensuring the delivery of high-quality, scalable, and customer-centered HR services across the enterprise. Through strategic HRBP teams aligned to clinical operations, business units, and campus schools, this leader serves as a trusted advisor to executive leadership, driving workforce planning, organizational design, leadership development, succession planning, employee and labor relations, culture and engagement, change management, and organizational transformation initiatives that strengthen workforce effectiveness and institutional performance. The Deputy CHRO also serves as the executive leader for HR technology, workforce analytics, artificial intelligence, and digital transformation initiatives. This includes enterprise oversight of Oracle HCM strategy, HR service delivery modernization, automation, employee support services, and data-driven workforce solutions that enhance employee experience, improve operational efficiency, strengthen decision-making, and increase organizational agility. Working closely with Health System executives, clinical and operational leaders, faculty leadership, and key stakeholders, the Deputy CHRO advances innovative and scalable workforce strategies that address evolving healthcare and academic workforce needs. As a member of the HR executive leadership team, the Deputy CHRO fosters a culture of accountability, continuous improvement, collaboration, and innovation. This leader champions operational excellence and strategic workforce stewardship, positioning UCSF as an employer of choice and a destination for exceptional talent while ensuring HR remains a proactive partner in achieving enterprise priorities and organizational success. Enterprise Workforce Strategy & Organizational Transformation 20% of time, Yes - Essential Function Serve as a senior strategic workforce partner and trusted advisor to UCSF Health and Campus executive leadership. Lead enterprise-wide workforce transformation initiatives that strengthen organizational effectiveness, operational performance, workforce engagement, and institutional culture. Develop and execute integrated people strategies aligned to UCSF's long-term strategic priorities and organizational goals. Drive organizational redesign, workforce planning, leadership alignment, and change management initiatives across complex clinical, academic, research, and administrative environments. Advance enterprise strategies that improve leadership effectiveness, accountability, collaboration, and organizational agility. HR Business Partner POD Leadership 20% of time, Yes - Essential Function Provide executive oversight for strategic HR Business Partner PODs aligned to UCSF Health operations, campus schools, and administrative business units. Responsibilities include: Leading HRBP POD structures that function as strategic workforce and organizational effectiveness consultants. Ensuring proactive partnership with operational and academic leadership teams. Driving workforce planning, succession planning, organizational design, leadership coaching, and employee engagement strategies. Aligning workforce strategies across business units to improve organizational performance and employee outcomes. Establishing enterprise standards for strategic HR partnership and service excellence. Oversight includes HRBP support aligned to: Adult Services Children's Services Network Operations Ambulatory Services COO and operational functions School of Medicine Campus schools and academic divisions Shared services organizations Organizational Performance & Employee Engagement 20% of time, Yes - Essential Function Lead UCSF's enterprise strategy to improve employee engagement, organizational health, and workforce performance. Utilize workforce analytics, engagement data, and operational metrics to drive continuous improvement and executive decision-making. Partner with leaders to strengthen team effectiveness, retention, employee experience, and organizational culture. Advance initiatives that foster inclusion, innovation, collaboration, and high performance across the enterprise. Develop enterprise approaches that improve organizational capability and workforce productivity. HR Shared Services & Enterprise Operations 10% of time, Yes - Essential Function Provide executive leadership and oversight for all enterprise HR shared services across UCSF Health and Campus, including: HR operations and service delivery Employee support services Workforce administration HR compliance and operational governance Shared services strategy and optimization Enterprise process improvement initiatives Lead efforts to create integrated, scalable, and customer-focused HR operations that improve service quality, efficiency, and employee experience across the enterprise. HR Technology, AI & Automation Strategy 10% of time, Yes - Essential Function Lead UCSF's enterprise HR technology and digital workforce transformation strategy, including: Oracle HCM governance and optimization Enterprise HR systems strategy AI and automation initiatives across HR operations and workforce services Workforce analytics and data strategy Digital employee experience initiatives Process automation and intelligent workflow transformation Responsibilities include: Identifying and implementing innovative technologies that improve workforce operations and service delivery. Partnering with IT and operational leaders to modernize HR infrastructure and enterprise capabilities. Advancing AI-enabled solutions that increase efficiency, improve decision-making, and enhance employee experience. Establishing enterprise governance and strategic direction for HR technology modernization and automation initiatives. Organizational Effectiveness & Change Leadership 10% of time, Yes - Essential Function Lead large-scale organizational transformation and workforce effectiveness initiatives across UCSF Health and Campus. Support enterprise restructuring, operational integration, service expansion, and strategic growth initiatives. Drive change management strategies that enable successful organizational adoption and long-term sustainability. Ensure alignment between workforce strategies and enterprise operational priorities. Leadership & Team Development 10% of time, Yes - Essential Function Lead and develop a high-performing team of HR executives, directors, HR Business Partners, and operational leaders. Foster a culture of strategic partnership, innovation, accountability, and continuous improvement within the HR organization. Build leadership capability and organizational strength through coaching, succession planning, and talent development initiatives. Promote collaboration and alignment across all HR functions and enterprise service teams. Knowledge, Skills and Abilities Demonstrated experience leading enterprise workforce strategy, organizational transformation, and HR operations. (Preferred) Experience leading enterprise transformations involving significant workforce scale, multiple business units, unionized and non-unionized employee populations, and complex stakeholder environments. (Preferred) Experience with Oracle HCM and enterprise workforce technologies. (Preferred) Experience in unionized healthcare and/or higher education environments. (Preferred) Education, Licenses and Certifications Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Organizational Development, or related field or equivalent experience / training (Required) Advanced degree (MBA, MHA, MPH, JD, or related field) preferred (Preferred) Minimum of 15 years of progressive senior HR and executive leadership experience in large, complex organizations.
