Mainframe Systems Analyst / Product Specialist

Mainframe Systems Analyst / Product Specialist Experience: 7–10+ years Engagement Type: Part-Time / Dedicated Support Location: Remote (US, EST hours) Role Overview The Mainframe Systems Analyst / Product Specialist acts as the functional and technical bridge between DCAS business stakeholders and the mainframe development team. This role focuses on requirements analysis, system impact assessment, documentation, and release coordination, ensuring that business needs are accurately translated into technical solutions while minimizing risk to existing CERTS and LIST systems. Business & Systems Analysis Analyze existing CERTS and Civil Service LIST modules to understand current functionality and data flows Review new business requests and policy changes impacting certification and hiring workflows Translate business requirements into clear, actionable technical specifications Impact & Risk Assessment Identify system dependencies, integration points, and potential downstream impacts Assess risks associated with proposed enhancements and recommend mitigation strategies Support decision-making related to scope, sequencing, and release readiness Release Planning & Prioritization Collaborate with DCAS leadership to prioritize work items and enhancements Assist in defining release scope and milestone objectives Ensure alignment between business priorities and technical delivery Documentation & Communication Produce and maintain high-quality documentation, including: Functional specifications Process flows Impact analysis reports Support clear communication between business users, developers, and QA teams Required Skills & Qualifications Mandatory: Strong experience in mainframe application analysis Ability to interpret complex legacy systems and business logic Excellent written and verbal communication skills Proven documentation and requirements management experience Preferred: Experience with government HR, civil service, or certification systems Familiarity with CERTS, eligibility processing, or similar regulated systems Experience working in NYC or state government environments How to apply Please submit: Resume Three Job references Hourly rate or salary expectation and earliest start date Send applications to: apply via job portal.
