Job Overview Austin, TX — Systems Analyst (Solicitation #529701722) with Texas Health and Human Services Commission (HHSC). HHSC IT is developing a data integration hub within the Performance Management & Analytics System (PMAS). The Hub’s objectives include: Implementation and configuration of the infrastructure for the data integration hub. Design, development, and implementation (DD&I) of the hub using an agile methodology across all SDLC phases, including validation of performance metric requirements, creation of epics/user stories, automation of data acquisition, complex SQL development, testing (integration, load and stress), and deployment/publication internally and externally. Operations support and enhancement of the data integration hub. Responsibilities Act as a technical lead, guiding an agile development team through projects. Acquire data from multiple sources. Develop complex SQL scripts to transform source data into a dimensional model; create views and materialised views in Oracle. Build automation with Informatica Power Center/IICS for external data extraction and transformation. Collaborate with the Data Engineering Team on design and implementation of optimal data design. Verify and validate SQL scripts, Informatica automations, and database views. Create automated tests for validation. Participate in all sprint ceremonies. Work closely with architects and the data engineering team on implementation designs and data acquisition strategies. Develop mock‑ups and work with customers for validation. Address technical problems with team members. Assist in implementing and configuring development tools. Produce and maintain technical specifications, diagrams, or other documentation to support DD&I. Participate in requirements and design sessions. Interpret new and changing business requirements to determine impact, propose enhancements and changes. Qualifications Minimum of 8 years’ experience developing mappings and workflows to automate ETL processes using Informatica Power Center or IICS. At least 8 years’ experience acquiring and integrating data from multiple data sources/technologies (Oracle, SQL Server, Excel, Access, Adobe PDF) for Tableau visualisations. 8 years’ experience designing and developing complex Snowflake SQL scripts. Strong analytical and problem‑solving skills; experience as a system analyst for data analytics, performance‑management or data‑warehousing projects. Technical writing and diagramming skills (modeling and mapping tools such as Visio, Erwin); familiarity with Microsoft Office Suite and MS Project. Experience planning and delivering software platforms used across multiple products and organisational units. Proven ability to write well‑designed, testable, efficient code using best software development practices. Preferred: 6 years’ experience and excellent oral/written communication; 6 years’ ability to manage multiple priorities; 4 years on an agile sprint team; 4 years understanding of security principles for healthcare data; 4 years experience with BI/performance‑metrics visualization; 4 years bachelor’s degree in Computer Science, Information Systems, Business or equivalent; 4 years prior experience in healthcare; 4 years prior experience with an HHS agency; 4 years experience handling PII or PHI; 4 years experience scripting in Python; 4 years experience with JIRA; 2 years functional knowledge of Web Services (REST/SOAP); 2 years Java/JavaScript development; 2 years CI/CD pipelines with GitHub and Git Actions; 2 years Mulesoft development; 2 years AI tools such as Snowflake Cortex or Informatica Claire. Position is 2 days remote with 3 days onsite (Tues, Wed, Fri) required. Candidates must be local to the Austin area (within 50‑mile radius).
