Director, U.S. Government Affairs
The Director, U.S. Government Affairs is a senior leadership position responsible for developing and executing enterprise-wide federal government affairs, public policy, regulatory engagement, and stakeholder management strategies across FUJIFILM's U.S. portfolio of businesses.
This role serves as a trusted advisor to executive leadership and is responsible for identifying legislative, regulatory, geopolitical, reputational, and business risks; developing advocacy strategies to mitigate those risks; and advancing policy initiatives that support growth, innovation, domestic manufacturing, healthcare access, trade competitiveness, and supply chain security.
The Director will assist in high-level engagement with Congress, the Executive Branch, federal agencies, trade associations, industry coalitions, and other key stakeholders while partnering closely with subsidiary leadership teams to align public policy priorities with business objectives.
This position requires an accomplished government affairs leader with demonstrated success influencing complex public policy issues, leading cross-functional initiatives, managing external consultants and advocacy organizations, and operating effectively within a highly matrixed, multinational organization.
This role is a critical strategic partner to C-suite executives and board members, directly influencing high-stakes decisions that drive FUJIFILM's long-term business strategy and market leadership across multiple regulated industries and geographies.
Works on enterprise-wide, multi-jurisdictional government affairs initiatives encompassing complex regulatory, geopolitical, and trade risks impacting FUJIFILM's global business resilience and innovation pipelines across healthcare, advanced manufacturing, and technology sectors.
Current lobbying experience and registration is required with experience lobbying in the semiconductor or global trade field. Our ideal candidate should reside in the DC surrounding area.

Job Description
Key Responsibilities
Strategic Leadership & Policy Development
- Assist in the development and execution of enterprise-wide federal government affairs and public policy strategies supporting FUJIFILM's U.S. businesses.
- Identify emerging legislative, regulatory, geopolitical, trade, and reputational risks and develop strategies to mitigate business impacts.
- Advise the Head of Government Affairs on public policy developments, advocacy opportunities, external stakeholder engagement strategies, and business-critical policy risks.
- Develop long-term policy roadmaps supporting business growth, market access, domestic manufacturing expansion, supply chain resiliency, and innovation priorities.
- Serve as a strategic thought partner to subsidiary presidents and senior leadership regarding federal legislative and regulatory developments.
Government Relations & Advocacy
- Represent FUJIFILM before Congress, the White House, federal regulatory agencies, executive branch departments, and key policymaking bodies.
- Develop and execute sophisticated advocacy campaigns designed to influence legislative, regulatory, and policy outcomes.
- Build and maintain strategic relationships with Members of Congress, congressional staff, federal agencies, trade associations, policy experts, industry leaders, and external coalitions.
- Lead engagement related to trade policy, tariffs, supply chain security, healthcare policy, manufacturing incentives, electronic materials, biotechnology, and emerging technology issues.
- Draft and oversee policy positions, comment letters, testimony, briefing materials, advocacy communications, and executive-level policy papers.
- Assists in the design and execution of comprehensive governance frameworks, ensuring strict adherence to federal lobbying laws, ethics rules, political activity guidelines, and risk mitigation processes. Leads enterprise-wide crisis management and issue escalation related to legislative, regulatory, geopolitical, or trade developments.
Leadership & Team Management
- Mentor, develop, and manage government affairs professionals while fostering a high-performance, collaborative, accountable, and business-oriented culture.
- Establish federal government affairs priorities, workplans, development goals, and accountability mechanisms aligned with organizational objectives.
- Assist in managing and evaluating external lobbying firms, consultants, trade associations, professional service providers, and advocacy partners to ensure measurable return on investment.
- Coordinate cross-functional teams consisting of legal, compliance, communications, regulatory affairs, operations, finance, and business leadership stakeholders.
- Build organizational capability through education, internal briefings, stakeholder engagement, and development of policy expertise across FUJIFILM businesses.
- Provides visionary leadership to a multidisciplinary government affairs team, including direct reports, external consultants, and cross-functional project teams. Accountable for organizational development, talent cultivation, succession planning, and fostering a high-performing, collaborative culture aligned with FUJIFILM's strategic goals.
- Advises on a multimillion-dollar government affairs budget, optimizing allocation of resources across internal teams, lobbying firms, consultants, and advocacy programs to maximize influence and return on investment.
Executive Engagement & Stakeholder Management
- Prepare executive-level policy briefings, strategic analyses, board materials, presentations, talking points, and decision-support documents.
- Support executive interactions with policymakers, industry associations, government officials, business coalitions, and external stakeholders.
- Lead strategic planning and issue management efforts related to high-profile legislative, regulatory, trade, geopolitical, and reputational matters.
- Facilitate enterprise alignment around advocacy priorities, policy positions, external messaging, and engagement strategies.
- Enhance FUJIFILM's visibility, credibility, and influence among policy, business, and industry stakeholders.
- Acts as the principal liaison to senior federal agency leaders, Congressional leadership, industry coalitions, and international governmental bodies, cultivating high-level partnerships that catalyze impactful and sustained policy outcomes beneficial to FUJIFILM's business interests.
Governance, Compliance & Risk Management
- Ensure compliance with federal lobbying, ethics, disclosure, political activity, and government engagement requirements.
- Oversee governance processes related to trade association memberships, sponsorships, political interactions, advocacy activities, and external engagement approvals.
- Establish metrics and reporting frameworks to measure advocacy effectiveness, business impact, risk mitigation, and organizational value.
- Assist in managing government affairs budgets, external resources, and strategic investments while ensuring alignment with enterprise priorities.
- Lead enterprise-wide issue escalation and crisis-response efforts involving legislative, regulatory, geopolitical, trade, or reputational risk.
Required Skills/Education
- Bachelor's degree in public policy, Political Science, Government Affairs, Public Administration, Law, Communications, Business Administration, International Relations, or related field required. Masters is a plus.
- Minimum of 10 years of progressively responsible experience in government affairs, public policy, legislative affairs, regulatory affairs, public affairs, corporate affairs, or related fields.
- Minimum of 5 years of leadership experience managing professional staff, consultants, vendors, external advisors, or cross-functional teams.
- Demonstrated success developing and executing federal advocacy campaigns influencing legislative, regulatory, or policy outcomes.
- Significant experience engaging directly with Congress, federal agencies, executive branch officials, national trade associations, and industry coalitions.
- Required experience in trade policy and/or semiconductor policy, including the ability to assess policy impacts on advanced manufacturing, supply chains, technology competitiveness, and business strategy.
- Strong understanding of the federal legislative, regulatory, appropriations, trade, and administrative policy processes.
- Proven ability to advise senior executives on strategic policy, regulatory, geopolitical, reputational, and business risks.
- Exceptional written, verbal, presentation, executive briefing, and stakeholder management skills.
- Ability to operate effectively in a highly matrixed, complex, multinational corporate environment with enterprise-wide responsibilities.

- Master's Degree in Public Policy, Public Administration, Political Science, Business Administration, International Affairs, or related field preferred.
- Juris Doctor (JD) strongly preferred.
