Director of Information Technology

JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK This position is responsible for all areas of the City’s information technologies and phone systems. The role is instrumental in developing the IT work plan during the budget process, setting policies and goals under the direction of the City Manager, and supervising all department personnel. Assess current status against industry best practices and recommend remediation steps. Lead the implementation of the IT vision, ensuring it aligns with the City’s mission and objectives. Determine Citywide and IT department budget needs, develop the IT budget, and monitor costs versus budgets. Collaborate with departments to identify IT needs, prioritize projects based on alignment with City objectives, budget, and staff constraints. Approve IT project proposals and oversee execution of all IT projects. Manage supervisory responsibilities: interviewing, hiring, training, assigning work, appraising performance, rewarding and disciplining employees, coordinating staff training, approving leave, and resolving complaints. IMPORTANT JOB FUNCTIONS Develop and maintain a Disaster Recovery Plan for IT and phone system operations. Communicate IT and phone system status to other departments and end users. Develop, propose, and implement policies ensuring data security, network security, and acceptable use of technologies. Negotiate pricing with vendors, suppliers, and contractors for all IT and phone system activities. Create or review and approve hardware and software acquisition proposals. Review Help Desk requests to ensure timely resolution and escalated system issues as necessary. Oversee ongoing maintenance of all IT and phone systems. Direct actions necessary to maintain network security, including policy implementation and threat review. Represent the City in external organizations. Perform other related duties as assigned. MATERIAL AND EQUIPMENT USED Desktop computers, printers, switches, routers, servers, and vehicle. MINIMUM QUALIFICATIONS REQUIRED Education and Experience Bachelor’s Degree from an accredited four‑year college or university in Decision Information Systems, Computer Information Systems, Computer Science or a related field and extensive progressively responsible related experience; or any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions. Licenses and Certifications Valid Driver’s License. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of Networking and Network Security Budget Policies and Procedures Systems Analysis and Design Phone Systems Various Software Applications Department organization, standard operating guidelines, policies, rules, and regulations. Skill in Communicating orally and in writing with internal staff and other departments. Operating and maintaining assigned equipment required to perform essential functions. Establishing and maintaining effective working relationships with employees, city officials, government agencies, and the public. Working independently, multitasking, and coordinating and organizing multiple projects. Sensory requirements include standard vision and hearing; speaking is required for expressing ideas; this is a sedentary job that may require lifting up to 10 pounds. Working Conditions Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust; the environment is typically quiet.
