Maintenance Worker I - (Streets)

Job Summary

This position is responsible for performing trade-based work involving maintenance and repair of the City's street, water, sewer, or storm drain infrastructure. In addition, may perform leaf collection and snow and ice removal duties, including varying shift-work. Those assigned to water and sewer crews provide emergency on-call response and repairs to street, water, sewer, storm drain, and storm debris incidents. This position communicates information to a Crew Supervisor. The work contributes directly to the quality of life in the City with serious consequences on the health and well-being of its citizens and is performed under the general managerial direction of a Crew Supervisor. This work can be physically demanding at times.

Essential Job Functions

Functions of all Maintenance Worker-Public Works I

• Performs required labor involved in construction and maintenance projects as part of a crew.
• Ensures proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
• Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment and materials.
• Assists in determining the locations of gas, telephone, underground electrical, television and cable, and water and sewer lines from the appropriate sources prior to excavation.
• Responds to complaints regarding streets, storm drains, water leaks, pressure loss, no water, and sewer stoppages; evaluates situations and explains findings to supervisor.
• May contact residents and business owners in the area where services will be affected.
• Assists in the set-up of sediment control devices.
• Follows and enforces recommended safety practices and uses appropriate traffic safety devices such as cones, arrow boards, and traffic warning signs. Also, assists in the installation of trench shoring devices, atmosphere tests, and other confined space entry equipment.
• Operates and maintains vehicles and equipment such as, but not limited to, dump truck, frontend loader, vacuum/flusher truck, rodder, leaf collection truck, and snow removal equipment.
• Operates and maintains equipment such as, but not limited to, jackhammer, chipper, chain saw, and other hand tools.
• May record a variety of records relating to inspections, maintenance activities, water supply, consumption, etc.
• May act as lead person on small work details.
• Responds to routine and after hour emergency calls, including, but not limited to, street, water, sewer, storm drain, and inclement weather events.
• Operates power and hand tools as needed to accomplish the work.
• May train and practice operation of vehicles and equipment which requires higher skill level.
• Performs other duties as required.

• Operates and prepares leaf collection and snow and ice removal equipment.
• Uses various hand tools in asphalt and concrete repair, placement, and finishing.

Qualifications

Education and Experience: High school degree and one (1) year of responsible work in labor involved in construction and maintenance projects as a part of a crew, or any substantially equivalent combination of education and experience. Special Qualifications: Must possess a valid state commercial driver's license (CDL) with required endorsements. (Maintenance Workers and Traffic Maintenance Works (regardless of level) are required to have a CDL Class A License with the Tanker (N) endorsement).

Knowledge, Skills, and Abilities

• Knowledge of general duties, tools, equipment operation, and practices required in operation and maintenance of City infrastructure and appurtenances including street, water, sewer, and storm drain operations.
• General knowledge of occupational hazards, safe workplace practices, and safety precautions for the proper execution and usage of a variety of equipment and power tools.
• Ability to follow oral and written instructions.
• Ability to handle and operate light and heavy hand tools and power equipment.
• Ability to independently perform manual tasks.
• Ability to determine electrical, mechanical, and plumbing malfunctions and to make minor repairs on such equipment.
• Ability and willingness to perform other duties as assigned, including, but not limited to, snow removal, storm debris clean-up, and other emergency response at times other than regularly scheduled work hours.

Summary of Employee Benefits

The City of Rockville offers a wide range of health and wellness benefits to full-time, regular employees. Part-time, regular employees working more than 20 hours per week may be eligible for benefits on a pro-rated basis. Benefits are not available to temporary employees.

HEALTH BENEFITS Medical Insurance Participation is available in one of several types of health plans. The city contributes toward each plan. Participation is optional. Employees may elect to participate in plans offered through Aetna or Kaiser Permanente. Benefit coverage is available beginning on date of hire.

Dental Insurance Employees may enroll in the City's dental program offered through Guardian Dental. The city contributes a portion of the cost of each employee's dental coverage. If dental coverage is waived, the City's contribution is reallocated toward the employee's health plan cost. Start date of coverage is the first of the month following date of hire.

Vision The city offers a vision plan with VSP. The city contributes a portion of the cost of each employee's vision coverage. Start date of coverage is the first of the month following date of hire.

GROUP LIFE INSURANCE The City provides life insurance equal to one and one-half times an employee's base salary. There is no cost to the employee for this benefit. Employees have the option of purchasing additional supplemental life insurance coverage for self, spouse and dependent child(ren).

RETIREMENT SAVINGS PLAN Participation in the City of Rockville's retirement plan is mandatory. There are two parts to the retirement plan: 1) the Pension Plan and 2) the Thrift Plan. The City of Rockville Pension Plan (all employees) is a defined benefit plan that provides the participant with a specific monthly benefit at retirement. Monthly benefits are calculated based on a participant's salary and length of credited service. Employees are fully vested in the pension plan after 10 years of credited service and are always 100% vested in the amounts they contribute. The City of Rockville Thrift Plan (administrative and union employees only) is a defined contribution plan subject to the IRS code 401(a). Employees make pre-tax contributions and investment decisions. No specific amount of money is guaranteed at retirement. The benefits available are based on the amount contributed and are also affected by income, expenses, gains and losses.

DEFERRED COMPENSATION/457(b) PLAN The 457(b) plan, administered by Lincoln Financial, is an optional retirement plan. Contributions to this plan are made entirely by the employee. Both pre-tax and post-tax (Roth) options are available.

LEGAL RESOURCES Through Legal Resources, participating employees and their eligible family members can get free advice, consultation, and courtroom representation for common legal services.

EMPLOYEE ASSISTANCE PROGRAM The City provides free, confidential counseling, assessment, and referral services to help employees deal with personal matters. The Employee Assistance Program (EAP) is also available for family members who are eligible health insurance plan dependents.

LONG-TERM DISABILITY PROGRAM The City's Income Protection Plan provides long-term disability benefits for both on and off the job injuries or illnesses. Coverage for off the job injuries or illnesses is provided after one year of employment with the city.
