Supervisory Management and Program Analyst

Summary Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in Miami, Florida. Responsibilities As a Supervisory Management and Program Analyst, you will perform the following duties: Exercise supervisory and managerial authority over a team of subordinate staff or subordinate supervisors, planning, organizing, and directing their work; establishes program goals, priorities, and deadlines; and ensures work complies with agency policies while fostering a collaborative and productive work environment. Conduct formal performance appraisals, provides constructive feedback, resolves personnel issues, identifies training and developmental needs, mentors staff, and makes recommendations to higher-level management on personnel actions such as promotions, disciplinary actions, and awards. Oversee the allocation and utilization of personnel, budget, and equipment, tracking expenditures, addressing resource gaps, and ensuring compliance with budgetary constraints. Serve as an expert analyst conducting comprehensive studies and evaluations to assess and improve the effectiveness of agency programs, operations, and management processes, applying a wide range of qualitative and quantitative methods to analyze complex issues, identify trends, and propose solutions. Design and conduct broad and complex management studies; develops and implements program evaluation frameworks, identifying meaningful performance indicators, designing data collection methodologies, and applying advanced statistical techniques to evaluate program outcomes. Integrate data from multiple sources to provide actionable insights and inform decision-making at the senior leadership level; summarizes findings in comprehensive reports, briefings, and presentations. Evaluate program accomplishments against established goals, assesses compliance with agency policies and regulations, and develops recommendations to address gaps or inefficiencies, including evaluating the impact of new or modified legislation on agency programs and resources. Prepare long-range and short-range planning guidance, develops resource allocation strategies, and conducts continuous appraisals of resource utilization. Plan, organize, and direct team-based studies requiring collaboration across organizational lines, negotiating with management to accept and implement recommendations. Serve as a subject matter expert on program evaluation and management practices, conducting training, developing standard operating procedures, and advising leadership on best practices for improving program operations. Requirements Conditions of Employment Qualifications Specialized Experience, GS-14 You must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that included performing at least 3 of the following: Leading or supervising a team of analysts or professional staff, including assigning work, evaluating performance, and developing employees; Conducting complex studies or evaluations of programs or operations using both qualitative and quantitative analytical methods; Developing findings and recommendations from multiple data sources and presenting them to senior leaders through reports, briefings, and presentations; and Managing resources such as budgets, staffing, or equipment, including planning allocations and tracking spending. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Education Additional Information Promotion Potential:This position is at the full performance level. This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
