Duties As a Attorney - Advisor (FOIA), GS-0905-13/14/15, your typical work assignments may include the following: Provides legal advice and counsel on all matters involving the Freedom of Information Act (FOIA), the Privacy Act (PA), and related information access and disclosure laws. Processes requests, responds to status inquiries, and evaluates appeals. Coordinates with the Department of Justice on litigation, prepares rolling productions, declarations, and Vaughn Indices. Develops, updates, and reviews internal policies and procedures. Performs duties as assigned to provide coverage within the portfolio. Requirements Conditions of employment Must be a U.S. citizen or national Selective Service registration if a male born after December 31, 1959 Subject to pre-employment and random drug tests Direct Deposit is required

Suitability for Federal employment You may be required to complete a one-year trial/probationary period if not previously completed in a competitive or excepted service position. Only experience and education obtained by the closing date of this announcement will be considered. This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program. More than one selection may be made from this announcement. Proof of good standing with the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia, and must hold a current, unrestricted license to practice law. Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS:

Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Attorney - Advisor (FOIA), 0905. Education: Applicants must possess a Bachelor of Law (LL.B), Master of Law (LL.M), or Juris Doctor (J.D.) law degree from a law school accredited by the American Bar Association (ABA). (Must submit a copy of your transcripts with the degree conferred date, failure to do will result in an incomplete application. ) Bar Membership: Applicants must be an active member in good standing with the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia, and must hold a current, unrestricted license to practice law.

SPECIALIZED EXPERIENCE:

In addition to the Basic Requirements described above (Law Degree & Bar Membership), your resume must demonstrate a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Conducting complex legal analysis and drafting legal documents as an attorney. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Making recommendations on policies, analyzing and evaluating complex legal issues, and advising senior leadership on legal matters as an attorney. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Providing complex legal advice, performing legal research, drafting legal documents, and handling litigation, as an attorney. Experience in FOIA is preferred, but not mandatory. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Applicant must possess a professional law degree from a school of law accredited by the American Bar Association (ABA) and be duly licensed and authorized to practice as an attorney under the laws of any state, U.S. commonwealth, U.S. territory, or the District of Columbia, and be an active member of the bar in good standing. You must submit a copy of both your law school and college transcript with your application. Unofficial transcripts will be accepted. Official transcripts will be required if you are selected for the position. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions Foreign Education If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information This position is being filled by an alternative hiring process (Excepted Service) and is not in the competitive civil service. Veterans Preference: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Office of General Counsel considers veteran's preference eligibility as a positive factor in the hiring process.
