Program Analyst

Job Title

The duties of this position include:

Meets with prospective customers, partners and existing tenants to address and plan their requirements regarding available space, building/facility/site specifications.

Reviews and analyzes proposed site use plans for suitability, impact on the arsenal's infrastructure, and feasibility with the Arsenal's strategic development plan and applicable Federal statutes permitting commercial leases.

Analyzes, develops, and directs new internal business procedures, policy, rules and regulations for commercial tenants, their visitors and contractors working on site relative to existing DoD and Army Regulations.

Participates in the preparation and analysis of tenant/construction technical and conceptual proposals and makes recommendations for approval/disapproval.

Coordinates, prepares, and maintains agreements between Watervliet Arsenal and commercial elements seeking support.

Provides Contracting Officer Representative (COR) functions in the administration of contract requirements and obligations relative to government property located at the installation.

Conducts detailed inspections to determine structural deficiencies, proper use, supervision of service contracts and compliance with public law, federal and state regulations.
