Summary You will serve as a GENERAL ENGINEER in the QUALITY ASSURANCE DEPARTMENT (Code 130), ENGINEERING and ASSESSMENT DIVISION (Code 136) of PEARL HARBOR NSY AND IMF. Responsibilities You will be responsible for the engineering technical control of the areas assigned for all types of shipyard work related to the processes and methods under the cognizance of the Quality Assurance Department. You will carry out a continuing review of the engineering and production work to ensure requirements for Quality Assurance, propulsion plant, Submarine Safety (SUBSAFE), and related work are met. You will evaluate mission needs and develop the necessary facilities, equipment, instruments, programs and training to support. You will develop engineering design and process modifications to eliminate malfunctions or improve performance. You will perform independent, accurate, and complete engineering analysis of Quality Assurance Department processes and procedures. You will design engineering drawings, specifications and instructions for the manufacture of special materials or mockups required to support QA Department processes and services. You will maintain technical competency of all technological, scientific, and engineering developments in the processes and methods under the cognizance of the Quality Assurance Department. You will create a Quality Data Analysis program that is efficient and effective in collecting, organizing, and analyzing Shipyard quality deficiency data. You will participate in internal and external audits and surveillances of local and other activities with occasional travel if required. You will maintain the technical, technological, scientific, and administrative control of pertinent NAVSEA and Shipyard instructions under the cognizance of the Quality Assurance Department. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer coordinating the engineering aspects of shipyard repair and overhaul projects by resolving technical issues and developing solutions to meet engineering project requirements and ensure compliance to maintain fleet alteration and modernization efforts. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
