The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Position Description
The Livable Streets mission is to create safe and inviting streets and sidewalks for all who walk and use a bicycle, focusing on projects that advance San Francisco’s ambitious policy goals to prioritize active transportation, reduce greenhouse gas emissions and eliminate traffic deaths in San Francisco. Livable Streets is responsible for delivering bicycle, pedestrian, and traffic calming projects on time and within budget. Successful delivery of these projects requires teamwork and consensus-building with other SFMTA divisions, other City Departments including SFPW and SFFD, stakeholders, and elected officials, as well as a thorough understanding of how bicycle and pedestrian projects affect transit, accessibility, and traffic operations.
The Program Manager II positions both report to the Livable Streets Director and oversee multi-project capital programs. In addition, the positions are responsible for managing and establishing workplans for staff within the section, developing and implementing staff performance plans, and fostering a collaborative, inclusive and productive work environment.

The position will represent Livable Streets and SFMTA to community groups, internal staff, community groups and elected/appointed officials, and make regular presentations to the SFMTA Director of Transportation and SFMTA Board of Directors. This position will also direct and inform the development of new policies and guidelines for bicycle, pedestrian and traffic calming measures, as required.
Position 1 - Pedestrian Capital Program Manager:
The Pedestrian Capital Program Manager will oversee a Capital Program of more than $50 million dollars and lead a team of approximately 12-15 engineers and planners. The Pedestrian Capital Program is a critical part of San Francisco’s Street Safety Initiative, where one of its core commitments is to provide protections for the most vulnerable roadway users by addressing areas of conflict between modes of transportation. The pedestrian capital program includes pedestrian safety improvements through both low-cost tools (i.e., quick-builds, daylighting, safety zones, turn safety treatments) and larger capital projects to rebuild street infrastructure (i.e., sidewalk widening, rectangular rapid flashing beacons, new and modified traffic signals). The position will be responsible for the full lifecycle of projects from initial conceptual development through construction and project delivery, including close coordination with contractors and city construction crews.
Position 2 - Speed Management Program Manager:
The Speed Management Program Manager will oversee a Capital Program of more than $50 million dollars and lead a team of approximately 10-12 engineers and planners. The Speed Management Program Manager is a critical part of San Francisco’s Street Safety Initiative, where one of its core commitments is to design streets and enforce safe driving behavior to achieve safe driving speeds. The speed management program includes overseeing the City’s automated speed enforcement, corridor speed limit reduction, and traffic calming programs to comprehensively address speeds on San Francisco roadways. The program manager will develop and deploy a data-driven, equity-focused approach to proactively prioritize the installation of speeds humps and related traffic calming devices on residential streets. The position will be responsible for the full lifecycle of projects from initial conceptual development through construction and project delivery, including close coordination with contractors and city construction crews.
Examples of Important and Essential Duties
- Serves as an SFMTA Capital Program Manager and is responsible for planning, monitoring, evaluating, and supervising their respective capital programs, including approximately 10 projects and over $50M of programmed funding.
- Directs the work of transportation planning and engineering staff, plus part-time interns, through performance planning, monitoring and evaluation, oversee the construction milestones of other teams within SFMTA, as well as at SFPW.
- Develops, implements and maintains policies, administrative procedures and controls to ensure smooth and effective operation of the section; identifies and resolves obstacles or conflicts to achieving section goals; makes or recommends final decisions regarding policy, operations, and administrative procedures.
- Represents SFMTA and the Livable Streets Subdivision to advocacy and community groups, policymakers and other departments, and promote good public relations for the SFMTA to diverse stakeholders.
- Adjusts plans and programs to meet emerging needs and respond to current events, while continuing to address major Agency priorities.
- Works with Livable Streets Director and SFMTA senior management to ensure that Livable Streets has necessary resources including technology, staff, and materials to accomplish the goals of the Subdivision.
- Oversees the development and advancement of staff through training and effective use of employee development programs.
- Performs other duties as assigned.
- Bachelor's Degree in architecture, engineering or planning plus six years of responsible architectural, engineering or construction management experience, OR
- A Bachelor's Degree in another field plus eight years of responsible experience in a field directly related to the project, OR
- Ten years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- California registration as professional engineer or architect, plus two years of project coordination experience.
Notes :
- Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
- One year of full-time experience is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Desirable Qualifications :
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Experience in transportation engineering, planning, transportation funding, program management, public administration and/or public policy.
- At least three (3) years of supervisory experience; strong staff management skills, and ability to foster a collaborative and inclusive work environment for staff from diverse backgrounds.
- Experience developing and delivering complex transportation projects in urban environments, including both planning and design phases.
- Knowledge of best practices and emerging trends for bicycle and pedestrian facility design and speed management strategies.
- Demonstrated ability to collaborate, build consensus, and gather support from multiple stakeholders, including identifying creative technical solutions to address competing needs.
- Knowledge of transportation funding sources, and experience applying for and/or managing capital grants.
- Excellent oral and written communication skills, including ability to communicate with diverse audiences and in public settings.
- Exhibits tact, professionalism, positive attitude, passion for sustainable transportation.
- Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
