- Must possess a valid driver's license
- Four (4) years of professional experience in a science or engineering discipline such as environmental science, geophysics, geology, civil and/or geotechnical engineering is required. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.
- Three (3) years of experience in project or contract management.
- Certified Project Management Professional.
- Current Florida Certified Contract Manager.
- Experience in regulatory compliance.
- Records database experience.
- Supervision or lead worker experience.
- Microsoft Office experience.
- ARC GIS experience.
- Knowledge of the principles, techniques, materials and equipment used in program management.
- Knowledge of Florida Statute, Florida Administrative Rule and Division policy as related to construction mining operations.
- Ability to develop and review various reports.
- Ability to plan, organize and coordinate.
- Ability to review and implement contracts.
- Ability to analyze and interpret data.
- Ability to monitor and inspect project's deliverables.
- Ability to communicate project information and schedules effectively.
- Ability to solve problems.
- Ability to establish and maintain effective working relationships with vendors, contractors and agency staff.
- Ability to understand and apply applicable state regulations, policies and procedures.
• Participate in the selection of qualified professional firms and individuals.
• Coordinate and assist in negotiation of professional contracts for contract services.
• Represent the division at project planning to ensure the project has begun and developed realistically under existing methods and budget limitations.
• Participate in and chair meetings with citizens and engineers to ensure sound development of projects.
• Analyze and review design submittals with assistance as required from staff professional personnel for program compliance.
• Liaison with all federal, state, and local agencies for compliance with applicable requirements.
• Review and maintain project budgets to ensure the project is developed within available funding
• Prepare the initial project schedule and follow, coordinating schedules in conjunction with contract professionals and ensure that deadlines are met on schedule. Confer with parties concerned, as problems occur, to recommend and pursue solutions and securing follow-up assistance as required to monitor project schedules.
• Evaluate the contract professional at the completion of each phase.
• Provide consultant services in their area of expertise and disciplines to the department and other state agencies.
• Conduct formal bid openings, receiving bids from qualified contractors.
• Analyze and review engineer's recommendation for award of contracts. Coordinate award of contract and issuance of notice to proceed. Supervise OPS Program team members.
• Review requisitions for payment to contracted services, and others furnishing services during design and construction.
• Review change orders for completeness and recommend approval of change orders, equipment, and workmanship; and initiate changes to improve project as required.
• Review, ensure collection, population and proper dissemination of program data and database including but not limited to upkeep of electronically filed documents.
• Review contractor's fulfillment of their contractual obligations to the state by observing and evaluating their performance.
• Assist with special projects as needed.
