Environmental & Property Condition – Technical DirectorPerforms senior-level technical guidance for a specific discipline of JLL’s Real Estate Due Diligence (JREDD) – Environmental & Property Condition (EPC) team, ensuring the highest quality of service delivery, fostering team development, driving business growth, and upholding JLL's standards of excellence.Manages and coordinates technical staff activities, training, and quality and risk management.Conduct Phase I and II Environmental Site Assessments, groundwater monitoring activities, vapor intrusion studies, and technical report writing to ASTM, SBA, JLL, and Client standards.Reviews complex Phase I and Phase II Environmental Site Assessments (ESAs) with subject matter expertise of ASTM E1527 and E1903-19, as well as client scopes such as Fannie Mae, Freddie Mac, SBA, underwriting/debt level for lending purposes. Will perform site visits and prepare ESA reports for others to review.Assist Environmental Practice Leader with existing projects to include coordinating and performing field activities including inspections, managing budgets/subcontractors, report preparation, assist with and establish client relationships along with fostering client retention.Prepares and/or authorizes proposals and coordinates workload of associated production staff.Must be aware of, and adhere to, safety practices and policies to ensure own safety, as well as the safety of others who may be affected by your actions at work.Responsible for scoping, pricing and bidding on Phase II opportunities, including subject matter expertise in commonly used industry methodologies for performance of services, state-based regulations and governance, and industry vendors of field support services.Subject matter expertise with reviewing and performing ESAs of most property types including gas stations, dry cleaners campus/regional, historic, high-rise office, retail, industrial, multifamily, manufacturing, etc. Preferable to have working knowledge or experience with performing Property Condition Assessments (PCAs) to ASTM E2018 scope of work, as well as Fannie Mae and Freddie Mac.ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts final review of Phase I and II ESA Reports to ASTM, JLL and client protocols and accurately adheres to the scope of work on a timely basis and with high quality service. Subject matter expertise with frequently encountered recognized environmental issues/conditions and remedies.May occasionally conduct walk-through surveys to identify, to the extent feasible pursuant to the ASTM processes recognized environmental conditions in connection with the property and surrounding properties.Interviews property owners, regulatory agencies, occupants, key site personnel and local government officials to obtain information concerning the past/historical and current use of the subject property and identifying potential environmental concerns and remedies.Liaison between the client and the regulatory bodies.Reviews historical information including municipal records, aerial photographs, topographic maps, fire insurance maps, city directories, etc., and interprets findings for the presence of environmental concerns.Takes photographs representative of the property and surrounding property in support of the ESA report.Reviews Federal, State, and Municipal records and databases and interprets the presence of conditions that may adversely impact the subject property.Act as the principal technical reviewer for reports and deliverables, ensuring accuracy, clarity, and compliance with all relevant standards.Stay current with changing regulations and industry best practices to guide the team and update service delivery protocols.Continuously improve report templates to incorporate client feedback and enhance readability, with emphasis on efficiency to reduce report preparation time while maintaining high quality control standards.Manage and expand the "WordBank" of pre-written discussions to increase the efficiency and consistency of the report writing process.Implement and oversee robust Quality Assurance/Quality Control (QA/QC) procedures for all projects.Reviews reports written by others to ensure it meets company and client protocols and accurately describes the assets, as well as to ensure quality and risk management standards. Provides technical direction and guidance to staff assigned to projects within the area of focus. Oversee the preparation of accurate, timely, and complete reports to the client and company. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES Provide direct mentorship and constructive feedback to Professional Assessors to support their career growth and skill development.Lead training initiatives and develop resources to build the team's technical expertise.Foster a collaborative environment focused on innovation, efficiency, and continuous improvement.Assist in balancing team workload and allocating resources to ensure project deadlines and client expectations are met.Provides formal feedback about performance of individual employees related to the scope of work performed by the person, to their direct manager. Works with Managing Director to respond to subordinates’ recommendations for staff recruitment, selection, promotion, advancement, and corrective action. Leads by example and models behaviors that are consistent with the company's values. May act as a strategic contributor to enhance service offerings, adopt new technologies, and improve operational processes.QUALIFICATIONS, EDUCATION and EXPERIENCE Remediation and Brownfields experience is required.Bachelor's Degree in related field such as environmental science, geology, engineering, or equivalent combination of education and experience. Minimum five (5) years of performance of Phase I and II ESAs in accordance with ASTM E1527.Minimum of 10 years of experience in client management, developing accounts and managing services.Minimum of two (2) years of experience in a supervisory position with direct report responsibilities. Minimum of two (2) years of experience overseeing financial performance of an engineering service.Mastery level knowledge of scope differences for underwriting, acquisition/disposition, subject matter expertise.CERTIFICATES and/or LICENSES Preferred current Professional Engineer or Professional Geologist license or registration, CIH, CEM.Preferred certification for US EPA AHERA and AARST NRPP.Based on locations and local regulations, this role may require specific licenses or certification issued by the federal government, state, tribe, to perform environmental inquiries.COMMUNICATION SKILLS Ability to comprehend, analyze and interpret business related documents and offer strong business solutions to clients. Excellent written and verbal communication, interpersonal, consultative, and exceptional customer service skills and the ability to solve problems. Ability to effectively respond to sensitive issues, complex inquiries or complaints from clients, co-workers, supervisor and/or management. Ability to make effective presentations on general topics to an internal department, large group of employees, clients and/or management. Ability to motivate employees and client groups to take desired action. Ability to effectively present technical information to non-technical clients. REASONING ABILITY Ability to solve problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions. Draws upon the analysis of others and makes recommendations that have a direct impact on the EPC business unit. OTHER SKILLS and ABILITIES Advanced knowledge of computer software and hardware (i.e. Microsoft Office Suite Products). Excellent time management and organizational skills. The position requires simultaneously managing electronic deliverables for several ongoing assignments.Ability to motivate and negotiate effectively with key employees and client groups to take desired action.
