The primary purpose of this position is to perform professional duties related to the installation Education and Training section. Acts as the single point of contact for planning, administering, developing, and evaluating the installation training and education services program Responsibilities 1. Serves as the installation Education and Training Section Chief. Program responsibility involves oversight of education and training programs and services, through the performance of Contract Officer Representative (COR) duties. 2. Oversees professional educational and vocational guidance and testing services. 3. Administers the Education and Training Section's annual operating budget. 4. Represents the Education and Training Section with a variety of installation and functional area organizations. 5. Assesses program effectiveness. Consistently assesses overall program effectiveness by sampling student, instructor, and commanders' needs, validating suggestions and complaints, examining drop-out rates and enrollment trends. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. **Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions, a college or university-sponsored practicum in counseling is also required): Tests and measurement Adult education Educational program administration Curriculum development or design Teaching methods (Study of adult learner) Guidance and counseling Career planning Occupational information NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes planning, administering, developing, and evaluating the installation training and education services programs. Professional knowledge of education theories, concepts, principles, and practices applicable to a wide range of duties in the broad area of education to includes career planning, educational and interest testing, and professional military education. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function, and goals of the national, state, local and regional education community. 2. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. 3. Skilled in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems. 4. Knowledge of budget regulations and procedures to administer Voluntary Education and civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. 5. Ability to plan and organize independently and to collect, interpret and analyze data. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
