Mitigation Coordinator

This position is eligible for a hybrid remote schedule. The position is open to all qualified applicants. As our Mitigation Coordinator, you will too. The Mitigation Coordinator serves as a program‑level technical specialist within the Planning and Policy Unit of the Aquatic Resource Management (ARM) program. This position supports the development, evaluation, and implementation of DSL-sponsored compensatory mitigation projects through utilization of the Oregon Removal-Fill Mitigation Fund. Responsibilities include project development and coordination, technical research and analysis, contract development and administration, project monitoring and reporting, and providing outreach, information, and regulatory coordination to project partners such as property owners, local governments, and others. This position will report directly to our main Salem office and is represented by the American Federation of State, County, and Municipal Employees (AFSCME). This is a full-time, limited duration position that is expected to become permanent once funding is secure. What’s in it for you? Earn the initial monthly salary range for this position starting at $5,453 - $8,345 for employees new to public service; current PERS employees start at $5,832- $8,925. Working Conditions: Much of the work is in a hybrid office setting; frequent fieldwork is expected and required to complete assigned work. DSL provides agency-maintained vehicles, reimbursement for field gear, and travel expenses for authorized, on-the-job travel and fieldwork. Occasional travel is an essential function of the position, including overnight stays and/or extended work hours can be expected along with exposure to inclement weather and road conditions. What you will be doing: As our Mitigation Coordinator, you will have the opportunity to: Identify opportunities for DSL-sponsored compensatory mitigation projects, including outreach, feasibility analysis, credit generation potential, and funding needs. Prepare summaries, recommendations, and technical documentation to make recommendations and support decision-making. Manage technical project components, including contracts with partners and contractors. Plan, coordinate, and conduct research and analytical tasks, including monitoring and legislative reporting metrics. Collaborate and cross-train with Mitigation Specialists and the other Mitigation Coordinator. Interpret, explain and develop training on relevant laws, rules, policies, and procedures. Promote awareness of mitigation market needs and support efforts to develop mitigation options, including financial assistance opportunities through the Mitigation Fund. Minimum Qualifications- to be considered for this position, please ensure you have one of the following combinations of education and experience: Three (3) years of experience in aquatic resource management. At least one year of experience must be at a technical level or professional level performing activities in a natural resource program such as analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND a bachelor’s degree in natural resources such as biology, ecology, or environmental science, OR three (3) additional years of related experience. NOTE: A master’s degree in a natural resource field such as biology, ecology, or environmental science will substitute for up to one (1) year of the required experience. A doctorate degree in a natural resource field such as biology, ecology, or environmental science will substitute for up to two (2) years of the required experience.
