Summary About the Position: Serves as a Transportation Specialist in the Transit Services Activity, Cargo Operations Division, Military Ocean Terminal, Southport, NC. The mission of the Division is to plan, coordinate, direct, control and expedite the movement of cargo through the terminal. Responsibilities Direct the movement of cargo to and from commercial conveyances. Maintain accountability of incoming and outgoing cargo. Coordinate with commercial truck drivers to support planned operations. Serve as alternate Contracting Officer Representative and/or government timekeeper. Prepare and provide reports in accordance with the stevedore contract, local regulations and/or standard operating procedures. Monitor the stevedoring contract to ensure cargo operations are safe, equipment is operated efficiently, accurately, safely, and documentation is prepared accurately and timely. Investigate cargo overages, shortages, damages and improper shipments to determine the cause for loss and or damage. Authorize overtime, extra labor and order labor, and equipment to meet operational requirements, as provided by the stevedore contract. Specialized Experience: One year of specialized experience which includes: 1) Planning or coordinating the movement of cargo through various types of terminals; 2) Monitoring cargo operations for safety, efficiency, and accuracy; AND 3) Utilizing office automation to prepare reports for oral or written advice to concerned parties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
