You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Developing and rendering authoritative interpretations of the congressional and/or federal legislation, Executive Orders, Office of Management and Budget guidelines and directives, policies, and precedents. Formulating, justifying, presenting, and reporting on the budget for a major program Developing proposed appropriation language in support of new or revised program and budgetary requirements. Providing analytical services to support the formulation, justification, presentation, enactment, and execution of budgets for an agency/departmental component. Interpreting and assessing the impact of new and revised congressional and/or federal legislation on the formulation and execution of assigned program budgets.
