Job Summary

This role is the top progression level position in the Engineer series. Includes senior to technical expert engineers, able to perform difficult and complex work requiring thorough knowledge of the subject matter and significant experience within functional assignment area. Schedules and coordinates major segments of complex projects to meet cost and time objectives. Plans and conducts work requiring judgment in the independent evaluation, selection, adaptation and modification of standard techniques, procedures and criteria. Devises new approaches to problems encountered and develops engineering criteria ensuring compliance with design criteria and standards. At higher levels of proficiency within this classification, incumbents are expected to provide technical expertise and/or team leadership as needed. Provides guidance to less experienced Engineers. May be required to apply intensive and diversified knowledge of engineering principles and practices to major projects that have significant impact on programs in varied areas and related fields. May serve as a technical expert on engineering related legal and regulatory issues to outside entities.

Devises new and innovative approaches to previously undefined problems encountered and develops innovative and original industry-wide engineering criteria ensuring compliance with design criteria and standards. Possesses and applies advanced engineering knowledge and skills to provide technical expertise, guidance to all levels of engineers and/or team leadership. Possesses and applies advanced knowledge and technical skills to solve complex engineering problems, or to plan and coordinate medium to large scale engineering projects or varied assignments requiring diverse knowledge of engineering principles and practices. Serves as a resource to management on more complex engineering problems and issues. Perform research to find innovative and cost-effective engineering solutions to operational problems within assigned area. Serve as a technical expert on engineering related legal and regulatory issues to outside entities.

Develop, design, analyze and evaluate transmission facility additions/modifications by applying engineering theories, principles, and practices that contribute to safe, reliable, and cost-effective transmission line designs.

Primary Responsibilities:

• Provide conceptual scoping, design and estimates for high voltage transmission line projects. This will include, but not limited to, building new lines, re-building and modifying existing facilities, fiber installations, and customer relocations.
• Provide feasibility analysis and evaluation of high voltage electric transmission line facilities.
• Select most cost-effective solution to achieve desired reliability for a given project.
• Support projects through the State Cooperation Commission application process by providing engineering expertise in community and local government engagement, as well as during witness testimony at hearings, if needed.
• Interface with other departments or groups such as Project Management, Construction, Supply Chain, Permitting & Route Selection, Real Estate, Right of Way Administration, and Transmission O&M.
• Provide detailed design for high voltage transmission line projects. This will include, but not limited to, building new lines, re-building and modifying existing facilities, fiber installations, and customer relocations.
• Provide field support for construction activities related to transmission line projects. This will include, but not limited to, construction site visits and project meetings.
• Interface with other departments or groups such as Project Management, Construction, Supply Chain, Permitting, Real Estate, Right of Way Administration, and Transmission O&M.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences required for entry into this job include the following:
Senior Engineer

Minimum of 5 years of engineering experience in transmission line engineering or demonstrated equivalent (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications)

Having a PE is preferred.

Minimum of 8 years of engineering experience in transmission line engineering, or demonstrated equivalent (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications)

Having a PE is preferred.

• Firm understanding of the principles and practices for transmission lines and PLS-CADD;
• Experience with AutoCAD is a plus;
• Extensive knowledge of engineering theories, principles, and practices to a broad variety of assignments and related field.
• Extensive skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines.
• Full Knowledge of business/financial and contractual matters.
• Recognized expert by other engineers and management in assigned area.
• Provides expert technical advice to other engineers and management in assigned area.
• Skilled in the use of advanced engineering techniques.
• Strong planning and project management skills.
• Strong technical and organizational leadership skills.
• Strong oral and written communication skills (includes technical writing).
• In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g., Matlab, Excel, etc.).
• Demonstrated ability to think analytically and solve complex problems.
• Demonstrated ability to interpret and apply codes, regulations, and practices.
• Demonstrated ability to process information quickly and effectively manage multiple tasks.

REQUIRED ENGINEERING CRITERIA:
For placement of a candidate in the Engineer job series, the following criteria must be met:

Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or

Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or

Holds or has previously held a valid U.S. Professional Engineer license.

Required Degree (equivalency not accepted in lieu of required degree): Bachelor’s in Engineering (Civil Preferred)

Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.
