At APV, We Always Provide Value Position Summary APV is seeking a Program Manager to support our elite client at CMS on a system modernization and integration project. Duties Lead overall contract execution for a major CMS model-operations IT system, including technical delivery, financial management, staffing, risk management, quality, and stakeholder communications. Manage operations and maintenance, enhancements, transition activities, sprint delivery, release planning, and coordination across CMS, CMMI, OIT, model teams, PACs, implementation contractors, learning contractors, and help desk partners. Ensure the system continues to support CMMI model operations, participant data, interfacing systems, operational workflows, dashboards, and cross-system data sharing without service disruption. Develop and maintain the Project Management Plan, staffing plan, communications approach, risk and issue logs, status reporting, deliverable schedule, and quality management approach. Coordinate technical and business management functions required to comply with CMS Enterprise Architecture, Technical Review Board, Target Life Cycle, security, privacy, Section 508, and contract reporting requirements. Promote a badge-less delivery culture across APV, subcontractors, CMS stakeholders, and peer contractors, with clear accountability for backlog, releases, quality, dependencies, and outcomes. Support acquisition and program leadership briefings, kickoff meetings, stakeholder presentations, transition-in/transition-out activities, and periodic status meetings. Education Bachelor's degree in information technology, computer science, business, healthcare administration, public policy, or a related field; advanced degree preferred. Required Qualifications Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data. Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs. Must be authorized to work in the United States without employer sponsorship now or in the future. Direct experience managing or supporting CMS contracts, task orders, systems, or program stakeholders is required. Ten or more years of program or project management experience, including federal health IT delivery, software modernization, operations and maintenance, and Agile delivery. Experience managing contracts and operations, including technical and financial performance, that deliver services similar to the system. Demonstrated experience leading complex multi-stakeholder programs involving software development, DevSecOps, production support, release management, QA, security, and external dependencies. Strong understanding of CMS governance, CMS security/privacy expectations, Agile delivery, CMS-approved collaboration tools, and federal IT reporting requirements. Ability to lead teams delivering frequent smaller releases while maintaining production stability, service availability, and strong customer communication. Excellent written and oral communication skills with the ability to brief CMS executives, CO/COR staff, technical stakeholders, product owners, and business users. Preferred Qualifications CMMI, APM, accountable care, value-based care, model operations, QPP, RMADA, or participant-data experience is preferred. Experience supporting CMS systems that involve AWS, Snowflake, Databricks, Tableau, Jira, Confluence, GitHub, ServiceNow, APIs, or enterprise identity services. PMP, PMI-ACP, SAFe, CSM, ITIL, or similar program, Agile, or service delivery certification. Experience managing small business prime contracts or integrated teams with large business, research, policy, or health services subcontractors.
