Job Title: Utility Inspector

Job Description

This Utility Inspector role focuses on inspecting and overseeing replacement of lead service lines with copper, as well as related utility and civil construction activities. The position ensures that water mains and other structures meet safety, quality, and regulatory standards while supporting large-scale infrastructure projects across central and coastal northern New Jersey. The Utility Inspector works in the field, interacts regularly with homeowners and subcontractors, and provides detailed documentation to support project progress and compliance.

Responsibilities

  • Inspect water mains and related utility infrastructure to verify structural soundness, safety, and compliance with applicable codes and regulations.
  • Inspect other civil structures such as roads, dams, bridges, and associated facilities as assigned to ensure they meet design and regulatory requirements.
  • Support the replacement of lead service lines with copper by inspecting excavation, installation, backfill, and restoration activities.
  • Document inspection results thoroughly, including observations of deterioration, structural condition, and any discrepancies between design and actual construction.
  • Identify and record deficiencies, non-conformances, and any required sampling or testing, and communicate findings promptly to project stakeholders.
  • Monitor daily construction progress and contribute to construction reports and project status reports with accurate, timely information.
  • Oversee and coordinate construction-related services on projects, including supervising subcontractors on site to ensure adherence to plans, specifications, and safety requirements.
  • Conduct on-site investigations and review relevant project data, including maps, reports, test results, drawings, and other technical documentation as required.
  • Comply with all applicable guidelines, permits, and safety regulations, including OSHA requirements, and ensure that work activities follow established procedures.
  • Prepare and deliver technical files, inspection records, photographs, and other technical documentation in a clear and organized manner.
  • Use a mobile app on a tablet or similar device to canvass and survey neighborhoods, record inspection data, and follow approved communication scripts.
  • Canvass and survey assigned areas, engage with homeowners on their properties, explain project activities, and obtain necessary access or information.
  • Take detailed photos of pipes, service lines, and site conditions to document pre-construction, in-progress, and post-construction conditions.
  • Balance and prioritize multiple inspection assignments and administrative tasks to meet project schedules and deadlines.
  • Collaborate with project teams, colleagues, and partners to resolve field issues and support successful delivery of large commercial, municipal, or federal construction projects.

Essential Skills

  • Minimum 2+ years of construction inspection or engineering inspection experience.
  • OSHA 10 certification.
  • Ability to supervise subcontractors on site, including oversight of daily activities and adherence to safety and quality standards.
  • Experience with daily reporting and construction documentation, including written reports, logs, and photographic records.
  • High school diploma.
  • Approximately 5 years of relevant construction experience supporting utility, civil, or related projects.
  • Demonstrated technical proficiency and knowledge of design application in construction environments.
  • Understanding of the construction process for large commercial, municipal, or federal projects.
  • Strong communication skills, including the ability to speak clearly and professionally with homeowners and other stakeholders on a daily basis.
  • Strong writing skills for preparing reports, documentation, and correspondence.
  • Strong organizational skills with the ability to balance and prioritize multiple tasks and assignments.
  • Excellent attention to detail when reviewing plans, inspecting work, and documenting findings.
  • Comfort using computers, tablets, and phones to access plans, complete forms, and use mobile applications.
  • Good interpersonal skills to build and maintain relationships with colleagues, customers, and project partners.

Additional Skills & Qualifications

  • Experience in civil engineering, utility construction, or construction management.
  • Experience in surveying, excavation, site development, construction inspection, or utility industry work.
  • Demonstrated ability to interact positively with homeowners and the public, with a professional and approachable personality.
  • Familiarity with mobile inspection applications and digital data collection tools.
  • Ability to work independently in the field while maintaining clear communication with the project team.
  • Interest in working with a large, well-established engineering firm in the environmental and construction industry.
  • Eligibility for standard pre-employment screening processes as required for infrastructure projects.
Job Type & Location

This is a Contract position based out of Edison, NJ.

Pay and Benefits

The pay range for this position is $20.00 - $25.00/hr.
