Job Description

Assists with the administration and application of the County's classification and compensation program. Performs job analysis, market surveys, job evaluations, related compensation reporting and process compensation related pay actions. This position is also responsible for administering and maintaining time and attendance records to ensure timely and accurate payroll processing. Assist with workforce planning and organizational design projects, analyses, and program implementations.

Essential Functions:

• Provides high-level analytical work developing, supporting, implementing, and administering compensation and classification programs and policies.
• Develops and participates in market surveys and compensation studies; analyzes and interprets salary survey data to develop compensation structures and programs and ensure market competitiveness.
• Uses job evaluation tools, concepts, and methodologies to conduct individual reclassification, equity reviews, and organizational studies.
• Participates in research and design of compensation structures, pay programs, and related policy updates.
• Develops recommendations for updates to compensation policies, procedures, and programs.
• Conducts base pay market and data analysis for job families and individual jobs; prepares salary analyses and recommendations based on internal and external salary data.
• Prepares costing scenarios for management decision-making, including collective bargaining wage proposals, COLA projections, market pay studies, and internal equity studies.
• Coordinates and prepares data files for wage, performance-based (merit) pay actions, and cost-of-living adjustments (COLA) programs.
• Maintain job descriptions and ensure consistent formatting. Assists managers in updating and writing accurate and complete job descriptions.
• Conducts job evaluation reviews on existing and new positions to determine appropriate FLSA classification.
• Participates in HRIS workgroups and committees for systems related to compensation and Time & Attendance.
• Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting the area of expertise.
• Interprets and applies collective bargaining agreements (CBAs) to ensure accurate administration of compensation, timekeeping, leave, overtime, premium pay, and other pay-related provisions. Works collaboratively with union representatives, supervisors, and management to resolve contract-related questions and maintain compliance with negotiated agreements.
• Administers and prepares biweekly Time & Attendance functions to ensure timely and accurate payroll processing.
• Troubleshoots and supports managers and employees in navigating the Time & Attendance platform.
• Provides training for new employees and managers on timekeeping procedures.
• Generates reports and audits data for compliance with FLSA, County policy, and internal controls.
• Assists in system administration and configuration changes, including pay rules, schedules, and user roles.
• Participates in system upgrades, testing, and implementation projects as needed.
• Guides employees through the retirement process by providing benefit continuation options, coordinating enrollment, and ensuring compliance with Florida Retirement System (FRS) requirements. Acts as a liaison among retirees, insurance providers, and third-party administrators to resolve coverage issues, manage enrollments, and support leave management processes. Tracks eligibility milestones (e.g., Medicare), conducts retiree enrollments, and ensures accurate reporting, reconciliation, and communication of retirement and leave-related benefits.
• Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree in business administration, Economics, Human Resources, or related field.

Three (3) or more years of experience in human resources.

Previous experience in the compensation and administering Time & Attendance functions.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Equivalent combinations of education and experience may be considered.

Certified Compensation Professional (CCP) or similar human resources certification desired.

Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines.

Accurate, detail-oriented, and organized. Able to analyze and resolve difficult situations and problems.

Good knowledge and understanding of fundamental aspects of the compensation function, including job benchmarking, market pricing, job evaluation, writing job descriptions, and completing salary surveys.

Good ability to conduct analytical reviews using statistical, mathematical, and research skills. Able to convert data into compelling presentations and recommendations and explain technical subject matter to non-technical audiences.

Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including the Fair Labor Standards Act (FLSA) and related regulations.

Good knowledge and understanding of computer applications and software programs required to perform job duties, including HRIS and related human resources software applications. Intermediate or better proficiency in Microsoft Excel required.

Good written and verbal communication skills and interpersonal skills to interact professionally and effectively with co-workers, management, and other stakeholders.

Able to explain facts, policies, and practices.

Good editing and proofreading skills are highly desired.

Able to maintain a high degree of confidentiality.

Capable of working independently with general supervision.
