Project Manager III - Service Information Projects (SDA/TLT)

*This position is open to all King County Employees and the Public. Internal employees applying for the SDA must have completed their probationary period in their current Career Service position.* Join King County Metro Transit's Customer Communication & Services Section-the largest department in our agency, where we are leading the charge to transform Human Resources (HR) processes into standardized, equitable, and sustainable systems that support our workforce and operational excellence. We are looking for a Project/Program Manager III who can lead and support change across complex systems, build trusting relationships, and translate strategic HR goals into actionable outcomes. Position Info This recruitment will be used to fill one (1) Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position expected to last through December 31, 2027, with the possibility of extension. Additionally, the selection process may be used to generate an eligibility pool for future Career Service, TLT, and SDA positions that may occur within this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. As a Project/Program Manager III - Service Information Projects, you will also: Work collaboratively with key stakeholders and leaders to co-design solutions that promote alignment, shared understanding and ownership. Build trust and engage employees through transparency, inclusion, and respect. Translate change management recommendation into practical actions that support adoption and sustainability. Ensure process improvements are aligned with labor contracts, local, state, and federal policies, procedures, and regulations. Use data-driveninsights to inform improvements, track progress, and support continuous learning. Collaborate with Metro and King County colleagues to problem solve and resolve issues that may impede success of day-to-day, short-term, and long-term goals. Demonstrate a high degree of client relationship management, with the capacity to build long-term partnerships, build relationships, provide consultation, and demonstrate the ability to understand and provide advice on complex transportation policy and product issues. Manage projects and develop project elements including grant applications, detailed project planning, scheduling and delivery tracking, consultant requests for proposals (RFPs) and/or bid specifications, budget, vendor and contract management, invoice processing, report writing, and data collection and analysis Demonstrate a high degree of client relationship management, with the capacity to build long-term partnerships, build relationships, provide consultation, and demonstrate the ability to understand and provide advice on complex transportation policy and product issues. Manage projects and develop project elements including grant applications, detailed project planning, scheduling and delivery tracking, consultant requests for proposals (RFPs) and/or bid specifications, budget, vendor and contract management, invoice processing, report writing, and data collection and analysis. We’d love to hear from you if you have: Three years of progressive experience in a position dedicated to continuous improvement and facilitating lean, change management, or equivalent activities for a complex and large organization OR any combination of work experience, training, and education that provides the skills to perform the work. Demonstrated knowledge of project management techniques and principles, including planning, coordination, and stakeholder communication. Familiarity and/or expressed interest in the fields of public transit, transportation, behavior change, product development, marketing and/or communications. Strong communication skills, with a demonstrated capacity to identify and understand business and customer needs and barriers to mobility, with the ability to develop programmatic solutions that can address those needs and barriers. Strong analysis, critical thinking, and evaluative skills to be able to interpret technical information and data, develop reports, and create actionable plans and/or policies based on takeaways and lessons learned. Experience with developing standard operating procedures. Ability to work through ambiguity effectively Demonstrated ability to adapt to changing priorities, tasks, and environments. Strong analytical and problem-solving abilities. Ability to work independently and collaboratively within a team. Effective time management and prioritization skills. Strong organizational and project management skills are required, including experience with work planning, scheduling and developing and executing program budgets and contracts, and a strong understanding of financial concepts. Familiarity with and/or demonstrated capacity to deliver procurement processes, develop request for proposals and/or qualifications (RFPs/RFQs) and scopes of work, manage external vendors and administer grant funding. Ability to work effectively under pressure, manage multiple programs/projects/initiatives simultaneously, have a proactive work style, and demonstrate curiosity, creativity, excellent customer service, and a strategic mindset for innovation. Ability to work independently and as a part of a matrixed and/or cross-agency team to manage numerous projects and priorities simultaneously on defined timelines in a fast-paced and values-driven environment. Must be able to set and communicate priorities, delegate tasks, mentor and provide constructive feedback to teammates, meet deadlines, organize work assignments, and operate with strong attention to detail. Excellent oral and written communication skills, including the ability to present persuasive information to develop partnerships, negotiate agreements, and pursue joint opportunities. Must be able to effectively communicate technical information to non-technical audiences. Proficiency in Microsoft Outlook, Teams, Word, SharePoint, PowerPoint and Excel. Proficiency in compiling and preparing reports using spreadsheets or other software to tell a story. Self-motivated and resourceful. Ability to work at all transit sites throughout King County. Travel between sites throughout the day may be required. Highly competitive candidates will also have: Experience leading and coordinating diverse teams and working across departments with staff at all levels in a large organization. Professional certification (such as PMP, AICP, PE, or similar), demonstrating strong knowledge of and application of project management best practices. Knowledge of King County Metro's operations, mission, and policies. Work experience in the field of transportation, transportation demand management, behavior change, product development, public policy and pricing strategies, and/or public transit. Experience working with corporate, agency, and/or jurisdiction leadership, including elected and appointed officials. Understanding of governmental structures and/or the political environment. Experience with and/or demonstrated capacity to use qualitative and quantitative data analysis such as customer and market and feasibility assessments, program outcomes/assessments, and evaluation and trend analysis. Experience in project management software and scheduling tools. Experience in data visualization tools such as PowerBI. Who May Apply This position is open to all King County Employees and the Public. Internal employees applying for the SDA must have completed their probationary period in their current Career Service position. Work Schedule This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay. The work schedule is normally Monday through Friday, 8:00 a.m. - 5:00 p.m. Union Representation/Job Code/Grade Not represented by a union. Work Location This is a hybrid position. The team works in a hybrid model, with days in the office as well as telecommuting. Currently the team is required to work 2 days in office each week. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104 and the Distribution Warehouse at 1523 6th Ave S, Seattle. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
