The Library Adult Services Manager oversees, manages, supports, plans, and implements the programs and partnerships for the Dallas Public Library System and its facilities.

1. Manages, oversees, and performs strategic planning, maintenance, and evaluation of programs for the library; ensures city‑wide goals and initiatives are supported by the library's work, programs, and services.
2. Develops and implements focus and goals for the programs each fiscal year; develops strategies to improve program and service planning, conducts meetings to support training, and reports to upper management regarding progress and challenges.
3. Directs, manages, and oversees work and planning through managers, coordinators, and specialized staff; provides coaching or assistance with challenging situations as needed; implements plans and schedules and determines objectives needing emphasis; recommends or adjusts work priorities, project schedules, resources, and work plans as required.
4. Trains, educates, and provides professional development for all library staff implementing programming and partnerships; ensures staff, volunteers, and program facilitators are educated and fully trained to accomplish goals, objectives, and programming.
5. Fosters, facilitates, and manages partnerships and relationships; represents and contributes to community initiatives to bring increased efficiency for programming.
6. Directs through managers the planning, organizing, and implementing of festivals and special events; provides high-level clarity on policies, procedures, and regulations for special events, community engagement activities, and other Library projects, festivals, and meetings.
7. Manages and maintains designated programming budget, grant funding, and other spending; prioritizes funding and implementation strategies for events at all libraries; creates and determines budget to allocate sufficient funding to each project and manages resource and financial allocation.
8. Ensures programming and large events comply with city regulations and requirements.
9. Reports and documents outcomes to funding institutions, corporations, higher administration, city council, and other stakeholders; advocates for the library and its services while effectively communicating and training stakeholders and future funders.
10. Assesses, monitors, and reviews the library professional best practices, trends, community needs, and local government priorities to ensure the expansion of current library initiatives and the development of new programs; develops plans to extend and create programs; coordinates with staff, managers, and senior library administration to implement new or expanded partnerships.
11. Participates in regular procedural oversight of library activities and progress toward goals; contributes to annual discussions and planning of the library's proposed budget, as well as the library's progress; works with other administration staff to review library policies and procedures periodically; ensures that direct reports, indirect reports, and staff comply with city requirements, and contributes to discussions around staffing levels and future priorities.
12. Presents library projects, programs, outcomes and best practices to national, state, and local professional organizations; represents the library to community stakeholders; researches and identifies best practices and formulates improvements for current or future initiatives; attends and participates in professional forums, committees, and city groups.
13. Performs any and all other work as needed or assigned.

Knowledge, skills, and abilities: Knowledge of library management and services. Knowledge of program development and implementation methods and techniques. Knowledge of data collection and assessment Knowledge of budget keeping and grant management. Knowledge of adult services and surrounding adult community. Ability to develop strong programming and implement strategic planning initiatives Ability to supervise, manage, and train staff and library services personnel. Ability to create effective correspondence and documents. Ability to present and speak publicly on behalf of the library and its services. Communicating effectively both verbally and in writing. Establishing and maintaining effective working relationships. Work experience: 7 years of experience in library management or program development including a minimum of three (3) years of supervisory experience. Licenses: None Education: Masters Degree in Library or Information Science. Salary range: $89,440.00 - $111,800.00 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
