Utilities Construction Inspector

Construction Inspector Department: Public Works Division: Supervisor: Public Works Director Effective: 03/26/2008 I. JOB SUMMARY This position reports to the Utility Superintendent in preparing status reports on the installation of water and wastewater infrastructures by City of Mission utility crews and private contractors on City of Mission projects or subdivision development. The incumbent checks on the status of work being performed on a daily basis and submits a daily report to management on the status of said work. The incumbent must be familiar with standard construction methods and requirements of the Texas Commission on Environmental Quality and OSHA. The incumbent must also be familiar or become familiar with the City of Mission Subdivision Standards on the installation, testing and acceptance of infrastructure into the City of Mission utility infrastructure inventory. This position makes sure that infrastructure is installed as per specifications and as specified in the construction plans and approved by the City of Mission. Work hours are from 8:00 a.m. to 5:00 p.m., Monday thru Friday, but it is not unusual to work 12 hour days or hours other than regular to include holidays and weekends and as the job or task assigned requires. Individual will perform other duties assigned by the supervisor/department head as needed. Qualifications EDUCATION REQUIREMENTSHigh school diploma or G.E.D. is required.Must have oral and written communication skills in English to at least the 9th grade level (to include correct spelling).Must have at least two (2) years experience in water and wastewater utility construction.Must be able to communicate proficiently in the English and Spanish language.EMPLOYMENT REQUIREMENTSApplicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration.Applicant must take and pass a drug, physical, and pre-placement screenings administered by the City of Mission doctor at the City's expense.Applicant must have a current valid class "C" Texas driver's license from the department of Public Safety with no more than two (2) moving traffic violations within the past two (2) years.SKILL AND ABILITY REQUIREMENTSAbility to have mechanical aptitude and knowledge of basic sciences concepts and applications.Ability to be knowledgeable or able to comprehend the regulatory installation, testing and approving standards for water and wastewater infrastructure in the State of Texas as required by Texas Commission and Environmental Quality.Ability to be willing to work late hours if necessary or required (compensation as per FLSA).Ability to do research via internet, libraries or other media to keep abreast of regulatory changes or construction standards.Ability to perform and review accurate mandrel, air tests, pressure tests, hydrostatic tests on water and sewer manholes as required for each infrastructure item.Ability to produce intelligible reports using graphs, data bases, computers, and audio visuals.Ability to deal effectively with employees and general contractors.Ability to work in dusty, windy, muddy, sunny or other adverse environmental weather.Ability to have 20/20 vision or corrected to 20/20 vision.Ability to work without direct supervision.Ability to communicate fluently and write legibly in the English or Spanish language.Ability to follow a firm work schedule as directed by supervisor.Ability to deal with public relations issues and various types of citizen inquiries tactfully, courteously, and in a business manner.Ability to follow instructions orally or in written form and perform tasks with little or no supervision.Ability to establish and maintain effective working relationship with office staff, auxiliary departments, elected officials and the general public.Ability to perform work that is routine and detailed.Ability to perform a wide variety of different types of tasks without the variety itself causing a loss of efficiency.Ability to speak and write clearly and accurately.Ability to make decisions based on available data/criteria, laws and regulations, or city policy.Ability to handle special projects of diverse nature as assigned.Ability to read and interpret documents such as safety rules and city policy procedures.Special Requirements ESSENTIAL JOB FUNCTIONSReport daily to the Utility foreman on all tasks assigned or duties assigned as related to utility construction and subdivision updates.Monitor each construction site regardless of weather or contractor activity and submit a daily report.Measure the amount of linear feet of pipe installed and infrastructure installed on a daily basis. (Example 100' of sdr 26 pipe installed not tested)Check contractor testing equipment for calibration or serviceability.Perform air leakage test on sewer lines and calculate required pressure drop from engineer information on underground hydraulic backpressure.Coordinate testing with contractors and set appointments and schedule those appointments through Utility Foreman.Check alignment of utility infrastructure with other infrastructure to assure proper placement as per correct engineer staking.Submit subdivision status for reports on percent completion and keep an up to date accurate punch list.Advise Utility Superintendent of any discrepancies or uncooperative contractors.Compile up to date information on all construction sites that can be forwarded to the Utility Director and his Assistant upon request or impromptu review.Submit all requests for changes to approved construction plans to the Assistant Utility Director for approval processing.Attend Utility staff meetings as required by management and provide updates of inspections and progress.Review and mark up recommendations to new subdivision plans with Utility Superintendent prior to submittal and review by Utility Director or Assistant Director.Familiar with performing a slump test on concrete.Spot water and sewer lines based on accumulated knowledge or correct maps.Assist with GPS location of infrastructure.Correct maps as approved changes are made or discrepancies between As-Builts and real stationing of infrastructure.Perform all job functions with special attention placed on good public relations, safety, and proper office procedures in compliance with city policies.NON-ESSENTIAL JOB FUNCTIONSDriving staff out to construction sites.Assisting during emergencies as directed by Public Works Director.Occasionally picking up and delivering of construction plans.VII.
