Position Summary: New York City Public Schools (NYCPS) is dedicated to ensuring that all students and staff learn and work in safe, clean, and fully operational environments. The Division of School Facilities (DSF) manages approximately 130 million square feet across more than 1,600 sites citywide, supported by a diverse team of over 500 mechanics, 900 custodian engineers, and 300 professionals in facilities management, engineering, environmental health, construction, and administration. Reports to: Director of School Facilities Direct Reports: Support Staff and Community Associates Key Relationships: Works closely with and collaborates with the other Division of School Facilities verticals including the Planning Team, in addition to maintaining working relationships with high-level senior administrators, directors and managers within NYCPS. Responsibilities Develops, implements, and oversees budgeting methods, procedures, and plans, including integration with procurement, payment processing, and contract management workflows. Prepares detailed budgetary, financial, and other complex accounting reports, ensuring accuracy and compliance with district policies, state regulations, federal laws, and NYCPS procurement, payment, and contracting guidelines. Creates, revises, and implements financial, procurement, and contract manuals, policies, and procedures, making recommendations to ensure alignment with district priorities, compliance requirements, and efficient use of FAMIS for facilities-related transactions, payments, and amendments. Leads meetings with internal stakeholders, addressing budgeting, financial, procurement, payment, and contract concerns, including facilities maintenance and repair needs at the borough level. Monitors budget performance, identifies variances, and provides data-driven recommendations to district leadership on financial strategies, resource distribution, cost management, procurement efficiencies, and payment/contract processes. Manages contract amendments for facilities related contracts by preparing documentation, coordinating reviews, ensuring compliance with NYCPS Procurement Policy and Procedures and processing changes via FAMIS or other systems to reflect scope adjustments, budgetary increases, or other modifications. Serves as primary liaison to DSF's Planning Team, collaborating on budget alignment with planning initiatives, resource forecasting for facilities projects, procurement needs identification, payment and contract support for planned work, and resolution of financial/procurement issues impacting borough-level planning and operations. Contributes to research on complex financial, procurement, payment, and contract problems, providing creative solutions to meet evolving demands for facilities operations. Allocates expense funds for maintenance, repairs, staffing, custodial supplies, and capital improvement projects, prioritizing expenditures based on critical needs while adhering to procurement best practices, FAMIS protocols, payment timelines, and contract amendment requirements. Qualification Requirements Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above. Preferred Experience with analyzing budgets, expenditures, procurement data, payment records, contracts, and large data sets. Prior success in the management of multiple projects, including budget, procurement, payment, and contract initiatives. Advanced knowledge of Microsoft Office 365 applications. Excellent communication skills, both spoken and written. Experience in risk management, cost control, procurement compliance, and contract amendment processes. Knowledge of and hands on experience using FAMIS (Financial Accounting Management Information System) for procurement processing, purchase order management, invoice and payment tracking, and financial/contract related activities in a large public sector or educational environment. Familiarity with NYCPS system or procurement policies, vendor payment processes, contract amendment procedures (including NYCPS Procurement Policy and Procedures), and facilities related purchasing and planning. Experience serving as a liaison or collaborator with planning or operational teams in facilities management contexts. Salary $110,012 - $116,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
