Working Title: Director of Facilities AND MAINTENANCE

Department: MAINTENANCE

Reports to: COUNTY JUDGE

Classification: GROUP 71

FSLA STATUS: EXEMPT

LOCATION: ALL OF BURNET COUNTY

POSITION SUMMARY

The Director of Facilities and Maintenance performs managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and setting goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals and plans; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within the janitorial, maintenance, and construction/repair departments. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Is responsible for planning, coordinating, supervising, and participating in the maintenance, construction/repair, and operation of County buildings, grounds, equipment, vehicles and related systems. This position supervises janitorial, maintenance, construction personnel and contractors, ensures safe and efficient facility operations, oversees preventative maintenance programs for County-owned facilities and compliance with local, state and federal law.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervise and coordinate daily activities of janitorial, maintenance, construction/repair personnel, and contractors.
  • Prepare and submit department budget forecast. Administer and monitors departmental budgets. Ensure that budget accounts are being appropriately designated for payments.
  • Establish systems to assign work orders, priorities, and monitor completion of routine janitorial, maintenance, and construction/repair activities and track projects.
  • Establish systems for routine needs and risks inspections of County facilities to identify repair and maintenance priorities.
  • Develop and implement preventative maintenance schedules for County buildings and equipment.
  • Coordinate repairs involving HVAC, electrical, plumbing, carpentry, painting, roofing, fire alarm/suppression and other systems.
  • Ensure compliance with local, state and federal law (OSHA safety standards, ADA, TxGC 469, fire code, local codes, etc.) and County safety policies.
  • Maintain records of maintenance activities, inspections, repairs, inventories, and expenditures.
  • Examines existing buildings or structures to ensure thorough structural strength, stability, sanitation, adequate light and ventilation, safety to life and property from fire and/or other hazards.
  • Oversee staff performing highly complex or large-scale maintenance, construction and repairs. May manage activities and track progress of vendors.
  • Establish written protocols to respond to emergency maintenance issues and after-hours facility problems.
  • Supervise department vehicle fleet to include inventory, annual review and recommendations to Judge for replacements during annual budget. Assist other departments manage vehicles (VetRides).
  • Participate in the specification development, awarding /contracting process and outcome management of RFP and/or RFB contracts to ensure that all deliverables are met in accordance with the contract.
  • Coordinate risk management activities with the county auditor, county legal counsel and elected officials / department heads to ensure safe workplaces and public spaces.
  • Coordinate and plan security of county properties and grounds with the County Sheriff and other agencies as needed.
  • Participate in emergency management identification and planning with the Emergency Management Coordinator.
  • Communicate with the elected officials, staff, and the public about county property and facilities activities and closures. Presents departmental information at commissioners court on a regular basis.
  • Train, evaluate, and mentor janitorial, maintenance and construction/repair personnel.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:

  • Bachelor degree in Construction Management, Facility Management, Architecture, Public Administration, Business Management, or related field preferred. Six or more years of documented full-time large facility or major construction management experience replaces the need for a formal college degree.
  • Technical training or trade certification preferred.

Experience:

  • Four (4) years experience in progressively responsible property and facilities maintenance or facilities operations experience (includes contract management) and monitoring budget projections for department which includes janitorial, maintenance, construction/repair, lawn maintenance, and facility utilities required.
  • Five (5) years direct supervisory experience of four or more employees.
  • Proficiency with CAD software is preferred. Strong ability to review and interpret technical design and specification documents required.
  • Valid Class C Texas Drivers License issued by the Texas Department of Public Safety.
  • Must be proficient with the use of a personal computer and programs such as Word and Outlook.

Education and experience may be substituted for one another to meet full requirements.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of building and grounds maintenance; construction techniques; plumbing and heating systems; electrical systems; sanitation practices; fire and safety regulations and procedures; painting, carpentry, and welding techniques; steel fabrication; inspection procedures; and local, state, and federal building codes and regulations.
  • Skill in the use of tools and equipment, in prioritizing work schedules, and in monitoring and inspecting the work performed by staff and contractors.
  • Skill in planning and forecasting space and costs for future facility and operational needs of Burnet County
  • Ability to interpret blueprints, drawings, and specifications; to organize preventative janitorial and maintenance programs; to develop effective work methods; to draw rough sketches of proposed projects; to communicate effectively; and to supervise the work of others
  • Knowledge of HVAC, plumbing, electrical, carpentry, and general maintenance systems.
  • Ability to supervise janitorial, maintenance, construction personnel and contractors effectively.
  • Strong troubleshooting and organizational skills.

SPECIAL CONDITIONS

Requires frequent travel representing the County of Burnet. Will be required to work under hazardous conditions to include but not limited to heights, energy sources, high noise levels, chemicals, moving parts and weather conditions and unpleasant odors. Must be easily contacted and able to respond to afterhours issues within 30 minutes when scheduled for On-Call status. Must be willing to work non-standard work week and occasionally more than 40-hour work week. Must attend and teach safety training classes and apply safe work practices to all aspects of work.
