Location: Charlotte, NC, US; Mineral, VA, US Operating Sector: Nuclear Manager, Project Controls Aecon delivers complex infrastructure projects in the nuclear sector across North America and internationally. What is the Opportunity? Reporting to the Project Controls Director, the Project Control Manager will deliver successful project controls for the Nuclear Island scope and support the estimating and construction teams to ensure the project control system is properly implemented and utilized. What You'll Do Here: Overall responsibility for the project’s compliance with Aecon’s Project Controls standards and applicable contract documents. Establish and maintain the project’s integrated Project Controls systems, overseeing the setting of the cost and schedule baseline. Lead meetings focused on communicating project performance status to the wider project team. Lead a team of Project Controls staff in planning, scheduling, cost control, change management and risk management. Support Project Managers in tracking overall project health and maintain a communication plan for accurate information flow. Provide input into continuous improvement of Aecon’s Project Controls policies and guidelines. Oversee analysis and reporting of project performance key metrics (e.g., CPI, SPI, commodity tracking); propose corrective actions and provide timely alerts on adverse trends. Implement and maintain an Earned Value Management plan to measure performance, identify variances, and inform forecasting. Lead development of project-specific Project Controls plans and documentation. Develop and implement a project-specific change management plan, ensuring compliance with contract conditions. Support Commercial & Procurement teams on subcontractor claims assessment, client claims development, negotiations and dispute resolutions. Provide commercial and technical expertise for proposal development and contractually defined project control requirements. Ensure adherence to all contract conditions regarding Project Controls requirements throughout project set‑up, monitoring and close‑out. Establish and maintain strong partnerships with client counterparts and joint venture stakeholders. Create, promote, and maintain a safe, open and respectful workplace culture. Provide feedback and guidance to direct reports for goal setting, career development and training opportunities. Conduct annual performance reviews and mid‑year check‑ins, implement improvement plans with HR support. Participate in project‑level resource planning, utilization analysis and resource leveling; manage Project Controls staffing forecasts. Lead project‑level recruitment for new Project Controls resources and communicate needs with senior leadership. What You Bring to the Team: 10‑15 years of related experience. Demonstrated analytical and adaptive thinking. Quantitative, Engineering or Construction Management post‑secondary degree. Detail‑oriented, focused on quality. Agility and flexibility in a dynamic environment. Innovative problem‑solving skills. EPC contractor (self‑perform) experience. Construction field experience. Mega‑project or portfolio project experience. Demonstrated Project Controls technical knowledge (e.g., PMI or AACE certification). Stakeholder management experience. Strategic orientation. Claims avoidance and/or negotiation experience. Leadership experience in high‑performing teams. Microsoft Excel expertise. Cost management or estimating systems expertise (e.g., Hard Dollar, EcoSys, PRISM). Nuclear Requirements Must meet mandated nuclear export controls requirements for employment. Background check will include a full security check and clearance process. Those with a valid Bruce Power security clearance are strongly preferred.
