OBJECTIVE: Provide leadership and management for staking of the cooperative's distribution and transmission facilities, occasionally performing staking functions personally. Assists department manager in administration of the Key Accounts Program to assist large users in efficient power usage. Provide leadership for contractors for construction of powerlines. Provide leadership of LCEC's pole inspection program. Assists department manager in completing special departmental projects as need dictates.

RESPONSIBILITIES AND AUTHORITIES:

1. Develops and recommends procedures, including budget, to meet work group and departmental objectives

2. Develops and administers the necessary short- and long-range plans to meet group, departmental and system needs

3. Develops and administers group training program

4. Surveys, engineers, and locates plant facilities. Stakes line, as the situation demands

5. Prepares, processes and issues completion of work orders including staking sheets, rightof-ways, contracts, connects and other regulatory agency requirements

6. Delegates staking group workflow, including customer inquiries, energy audits

7. Assists and participates in representation of the cooperative in such public endeavors as annual meeting

8. Assist department manager with administration of Key Accounts Program

9. Inspects assigned company vehicles, tools, and offices monthly to ensure adherence to safety and maintenance regulations and policies

10. Performs special studies for department manager, such as cost estimates and reviewing person-hours in construction units

11. Assists customers in all aspects of the cooperative's functions related to department's objectives

12. Stays abreast of new developments in technologies and procedures in staking, energy audits and key accounts to make recommendations and provide leadership to the cooperative's efforts

13. Performs all the human resource functions for those reporting to this position: selection, training, coaching, rewards, employee development reviews, recommendations for pay adjustments and for promotion, demotion, termination, and other personnel actions

14. Coordinates work order scheduling with System Operations Department

15. Communicates with warehouseman and Purchasing Agent concerning material needs

16. Advises Accounting Department on invoicing and billing aspects of work orders

17. Communicate with Member Services Department regarding adjustments, connects and disconnects, fixed charges, memberships, and new accounts

18. Stays current on issues relating to NM State land Right-of-Way and NM and TX One Call systems process and communicates with other departments of changes

19. Communicates with membership and public of Cooperatives policies, procedures, and by-laws

20. Establish relations and work closely with State Land office to remain compliant

21. Establish relations and work closely with the Bureau of Land Management (BLM) to remain compliant

22. Responsible for reducing Idle Services and coordinating the effort to meet RUS guidelines

23. Directs the contractor's workflow for line construction

24. Directs the workflow of the pole inspection contractors and assist in the preparation of related agreements

25. Responsible for 219s

26. Responsible for the Pole Attachment Permitting Program

27. Performs other duties as requested

EDUCATION:

An Associate's degree or two years of college in electrical engineering is preferred or a oneyear technical school certification, with emphasis in surveying and drafting, and two years of directly related, progressively responsible experience enabling incumbent to learn the duties of the position or ten years of Staking/Operations experience enabling incumbent to learn the duties of the position.

EXPERIENCE:

Minimum of ten years of Staking/Operations experience in addition to supervisory experience preferred.

JOB KNOWLEDGE:

The fully competent incumbent must possess knowledge of the following:

• Section-level planning, organizing, and budgeting principles and processes
• Construction of electrical distribution and transmission lines
• R. U. S. and state construction specifications
• National Electrical Code
• National Electrical Safety Code rules
• Working knowledge of relevant BLM and other state and federal regulations
• Working knowledge of cooperative rates, rules and policies affecting members
• LCEC contracts, especially those related to irrigators and the oil fields
• Principles and practices of supervision
• Cooperative safety rules
• Basic computer skills including spreadsheets and word processing
• Key Account Executive Certification

SKILLS AND ABILITIES:

• Conflict resolution and negotiation skills necessary to effectively deal with customers and employees
• Handle and transmit information over all cooperative communication devices
• Leadership abilities to organize work efficiently and train those in section
• Perform required maintenance on company vehicle
• Operate a PC and use software relevant to job
• Use all tools, equipment and devices related to the position

WORKING CONDITIONS:

Position requires working outdoors in widely varying weather conditions approximately 50% of the time, with the rest of the job being performed indoors in a normal office environment. Subject to callout during emergency. Must have a valid driver's license and be able to operate a vehicle. Occasional exposure to high voltage. Occasional overnight travel. Position is considered safety sensitive. All employees must live within 30 minutes of their reporting site.
