Job Summary:

The Outpatient Programs Manager is responsible for the day-to-day leadership, coordination, and operational oversight of Center Point DAAC's outpatient substance use disorder treatment services, including outpatient treatment, intensive outpatient services, Drug Court services, admissions coordination, adolescent treatment programs, front office reception, and Outpatient CSA.

Under the supervision of the Director of Substance Use Disorder Programs, the Outpatient Programs Manager ensures high-quality, client-centered, trauma-informed, and culturally responsive services that comply with Drug Medi-Cal Organized Delivery System (DMC-ODS), Department of Health Care Services (DHCS), county contracts, and organizational policies and procedures.

The Outpatient Programs Manager provides supervision and operational oversight to assigned outpatient staff and collaborates closely with clinical leadership, compliance, admissions, outreach, and administrative departments to support timely access to care, quality service delivery, staff development, and continuous program improvement.

Program Operations and Service Delivery:

• Provide day-to-day operational oversight of outpatient, intensive outpatient, Drug Court, admissions, and adolescent treatment services.
• Ensure services are delivered in accordance with organizational goals, clinical standards, and regulatory requirements.
• Promote client-centered, trauma-informed, and culturally responsive practices across outpatient services.
• Monitor program performance, service utilization, and client engagement to support effective service delivery.
• Coordinate scheduling and staffing to ensure continuity of services and operational efficiency.

Admissions and Access to Care:

• Oversee admissions coordination and intake workflows for outpatient and adolescent treatment services.
• Ensure timely access to care and compliance with DMC-ODS access standards.
• Monitor referrals, assessments, and client placement processes.
• Identify barriers to treatment access and support strategies to improve engagement and retention.

Supervision and Staff Development:

• Provide direct supervision, guidance, and support to assigned outpatient staff.
• Coordinate employee onboarding, training, coaching, and performance evaluations.
• Monitor staff productivity, attendance, scheduling, overtime, and leave requests.
• Collaborate with Human Resources regarding employee relations, corrective action, and personnel matters.
• Promote professional growth and ensure staff maintain required certifications, trainings, and licensure requirements.

Regulatory and Contract Compliance:

• Ensure outpatient programs operate in compliance with DMC-ODS, DHCS, Title 9, Title 22, HIPAA, and county contract requirements.
• Monitor documentation quality, service delivery standards, and staff compliance with regulatory expectations.
• Collaborate with the Director of Contracts and Compliance and Clinical Director to support audit readiness and corrective action implementation.
• Support Utilization Review Committee (URC) activities and quality improvement initiatives.
• Ensure accurate chain of custody procedures and client confidentiality standards are maintained.

Quality Improvement and Reporting:

• Monitor program outcomes, unit generation, and performance indicators.
• Prepare and submit operational and program reports as requested by leadership.
• Support continuous quality improvement efforts and implementation of corrective action plans when needed.
• Assist in identifying opportunities for program enhancement and operational improvements.

Collaboration and Community Coordination:

• Maintain collaborative relationships with internal departments, referral partners, courts, schools, and community agencies.
• Support outreach and engagement efforts related to outpatient and adolescent services.
• Represent Center Point DAAC professionally in meetings and community collaborations as assigned.

Organizational Leadership and Teamwork:

• Support a culture of teamwork, accountability, professionalism, and client-centered care.
• Participate in leadership meetings, staff meetings, trainings, and organizational initiatives.

Supervisory Responsibilities:

• The Outpatient Programs Manager provides leadership, supervision, and operational oversight for:
• Outpatient Treatment Services
• Intensive Outpatient Services (IOP)
• Drug Court Services
• Admissions Coordination
• Adolescent Treatment Programs
• Front Office Reception
• Outpatient CSA
• Assigned outpatient counseling and support staff.

Required Skills and Abilities:

Minimum Qualifications:

• Bachelor's degree in behavioral health, social work, psychology, public health, or related field preferred; or equivalent experience in behavioral health or substance use disorder services combined with relevant certification and leadership experience.
• Valid certification as a Substance Use Disorder Counselor (CADC II or equivalent).
• Minimum 3-5 years of experience in behavioral health or substance use disorder treatment programs.
• Minimum 2 years of supervisory or leadership experience preferred.
• Strong knowledge of DMC-ODS, Medi-Cal, behavioral health documentation, and regulatory compliance requirements.
• Ability to effectively lead staff and manage program operations.
• Strong written and verbal communication skills.
• Ability to manage multiple priorities and deadlines in a fast-paced environment.
• Proficiency with Microsoft 365, Outlook, Excel, Word, and electronic health record systems.
• Valid California Driver's License and ability to meet agency insurance requirements.
• Current CPR and First Aid certification preferred or ability to obtain within required timeframe.

Preferred Qualifications:

• Experience working with adolescent treatment programs, Drug Court services, or justice-involved populations.
• Experience in nonprofit behavioral health or substance use disorder treatment settings.
• Bilingual English/Spanish preferred.
