Associate Director, Budget Analysis

Position Title: Associate Director for Citywide Budget Analysis The Agency You’ll Join: In November 2022, New York City voters overwhelmingly approved three ballot proposals that put racial equity and justice at the heart of city government, including the NYC Commission on Racial Equity (NYC CORE). The first of its kind in the nation, the NYC Commission on Racial Equity is an independent 15-member commission responsible for engaging diverse communities to guide and assess the City’s racial equity planning process. NYC CORE provides accountability for New Yorkers, regularly evaluating the City’s progress on its racial requirements and goals. NYC CORE will be composed of diverse New Yorkers with equity expertise and/or relevant lived experience, serving as a conduit to bring historically excluded communities and voices into government decision‑making. The Team You’ll Work With: NYC CORE is an independent commission to hold the NYC government accountable to advance racial equity in government operations and to increase community voice in government decision‑making. The Chair & Executive Director is jointly appointed by the Mayor and the New York City Council Speaker. Other NYC CORE commissioners are appointed by the Mayor, City Council Speaker, City Comptroller, and Public Advocate. The Commission's staff is responsible for executing the Commission's day‑to‑day mission and setting its path to success. NYC CORE team takes the vision of the Chair & Executive Director and the Commissioners and translates it into action strategies and plans that implement accountability for racial equity in the city. Like the Commission itself, the Commission’s staff aims to be representative of New Yorkers from all communities and walks of life. Staff bring an accountability mindset to their work, ensuring they collaborate with city agencies and voice public concerns. The Problems You’ll Solve The citywide capital and expense budget must be guided by the Mayor’s Racial Equity Plan. Reporting to the Senior Director for Research and Policy, the Associate Director for Citywide Budget Analysis leads research and analysis of New York City’s budget to evaluate how public investments, spending decisions, and budget policies advance racial equity and improve outcomes for communities harmed by racism and social injustice. Using Preliminary and Final Racial Equity Plans and NYC CORE Community Equity Priorities as a primary lens, the Associate Director will develop and implement research projects and analysis on the City’s budget that examines the relationship between government budgets, agency performance, and community well‑being. The Associate Director will work across all Commission departments, City agencies, and community partners to inform policymaking and strengthen accountability and NYC CORE’s tracking and monitoring of the plans.

RESPONSIBILITIES

Lead public reports, research, and analysis of New York City’s capital and expense Adopted budgets, financial plans, budget modifications, and agency spending to evaluate alignment with citywide and agency Racial Equity Plans policies and programs. Deliver timely, efficient, and comprehensive research, data, and financial analyses to fulfill requests from Executive Director, Chair, and Commissioners. Coordinate special research projects examining the relationship between budgets, government policy, and community well‑being outcomes. Develop and implement data collection, scenario modeling, and work on all aspects of the Racial Equity Planning budgeting and rolling forecasts. Identify opportunities to improve budget transparency and streamline data and reporting processes to enhance the Commission’s ability to analyze City spending and investments in communities harmed by racism and social injustice. Prepare NYC CORE citywide budget analysis into clear, accessible reports, executive ready presentations, visualizations, briefing materials, talking points, and any other communication forms to Commissioners, executive leadership, policymakers, community organizations, and the public. Embeds DEI, anti‑racism, and community‑centered research principles, practices, and tools into all aspects of the work. About You Commitment to racial equity and seeking a values‑aligned role that involves significant creativity and challenge. Experience or knowledge of New York City or New York State budget policy are strongly preferred. At least 4 years of professional experience in budget research, analysis, and reporting with a racial equity lens. Demonstrated experience cleaning, coding, and merging administrative data sets. Demonstrated commitment, competency and strong familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups. Penchant for plain language. Candidates should be detail‑oriented, analytic, and demonstrate skills necessary to work with large databases. Relevant formal education can be helpful, such as in sociology, social work, public administration, public policy, communications, ethnic studies, etc. Substantial experience in quantitative research and policy analysis with experience using SAS, R, SPSS, or similar tools to process and prepare large complex datasets and conduct quantitative analyses, as well as a solid grounding in research methodologies. Demonstrate strong writing skills to convey complex content clearly and simply for a wide range of audiences, and be able to manage multiple projects simultaneously Background of living in, working within, or growing up as a member of communities facing historical oppression will contribute to your ability to guide the planning process. Demonstrated commitment, competency and strong familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups. Candidates with knowledge of New York City public finance and experience in tax policy analysis are preferred. Commitment to impartial and independent research is essential, as is the ability to take initiative, handle multiple tasks, and meet deadlines. Capacity to manage a large portfolio of work while balancing many simultaneous priorities in a fast‑paced environment. Technical skills or project management skills are a necessity. Salary The NYC Commission on Racial Equity’s compensation package includes a competitive market salary and exceptional benefits. Our cash compensation range for this role is $110,000. Final offers may vary from the amount listed based on candidate experience and expertise, and other factors. New York City residency is required within 90 days of appointment.

1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
