Job Details Level: Management Job Location: Corsair Flats - Senior Living (967) - Alameda, CA 94501 Position Type: Full Time Education Level: High School Degree or equivalent Salary Range: $27.91 - $32.72 Hourly Travel Percentage: Occasional travel during the workday Job Shift: Day plus Night Manager duties Job Category: Nonprofit - Social Services Wage range: $27.91 - $32.72 per hour POSITION SUMMARY Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, and the day-to-day implementation of policies, procedures and programs that assure a well‑managed and maintained community within established management operating and fiscal policies and ensuring compliance with all regulatory agencies and investors. This includes developing a supportive environment for all residents, assuring sound fiscal management, maintaining an acceptable occupancy level, ensuring buildings and grounds are clean and well‑maintained, managing the onsite staff and their duties, interacting with and supervising vendors, and, if applicable, working with a Board of Directors. The Community Manager II must relate well to people, exercise good judgment and discretion in dealing with residents, visitors, vendors, and staff. The Community Manager II is required to provide leadership in developing a community and in directing staff. The Community Manager II is expected to facilitate a staff that functions as a team and is cooperative with each other, the residents, Resident Service Coordinator, Agencies and visitors to the property. The Community Manager II directly supervises one or more employees in accordance with Eden Housing's policies and applicable laws. Community Managers who live on‑site will also perform night manager duties, responding to after‑hours emergencies or building problems that arise. ESSENTIAL DUTIES AND RESPONSIBILITIES Physical Asset and Maintenance/Janitorial Management Supervise maintenance and janitorial staff, including any contract or temporary personnel, ensuring quality and completion of assigned work. Supervise all vendors, contractors and service providers, whether paid or volunteer, to ensure delivery of services and products. Establish a schedule for personnel to be available for emergency maintenance. Schedule routine maintenance and janitorial work, completing regular follow‑up inspections. Ensure completion of required preventative maintenance checklists by day, week, month or year for maintenance personnel. Perform continual informal inspections of the property, ensuring mechanical devices are functional and the environment is safe and attractive. Inspect exterior and interior common areas monthly using an approved checklist. Perform bi‑annual or more frequent inspections of units, following up with housekeeping letters, preparing work orders and maintaining maintenance chargebacks to residents. Ensure all vacant apartment turnover procedures are followed and turnovers are completed in a timeframe consistent with Eden Housing standards and budgeting goals. Review completed and outstanding work orders daily, ensuring timely completion in accordance with policies and procedures. Prepare a list of capital replacements required or anticipated in conjunction with the facilities assistant, submitting to Property Supervisor for budget preparation. Compile an annual inventory of building contents, tools and equipment, forwarding to Property Supervisor for review. Bids out and selects contract services, negotiates vendor agreements, monitors day‑to‑day vendor performance to assure compliance with standards under the supervision of the Property Supervisor. Ensure adherence of the building and its contents to all applicable municipal and fire codes. Provide written recommendations for physical repairs, replacements, improvements, supplies, material and equipment to Property Supervisor. Ensure completed quarterly safety inspection for the property and other safety‑related inspections and reports. Ensure adherence to all maintenance requirements of Eden Housing. Marketing and Leasing Maintain full occupancy. Market units by preparing advertising and marketing programs in compliance with federal, state, local and regulatory requirements, making recommendations to improve programs. Assign units in the order provided by the Waiting List and according to Eden Housing policy and procedures. Ensure the waiting list is administered and maintained in compliance with federal, state, local, regulatory and Eden Housing requirements. Review all completed rental applications and leases for accuracy and conformance to Eden Housing's Resident Selection Policy. Supervise all staff in the turnover of vacant rental units. Conduct applicant interviews, verify potential resident income, and take deposits and rents in accordance with resident selection policy. Obtain appropriate documentation and complete certifications. Walk vacant apartments upon completion by maintenance personnel or vendors to ensure cleanliness and readiness for show. Walk entire property daily to ensure common areas, landscaping, laundry, etc. are in good condition. Supervise move‑in and move‑out procedures. Conduct marketing and public relations tours during office hours or by appointment as appropriate. Assist Property Supervisor in preparing regular market surveys, as requested. Prepare weekly, monthly, and management overview reports, ensuring resident lists are accurate and up‑to‑date at all times. Resident Management Attend and participate in outside or in‑house activities, meetings, organizations, regulatory agency meetings or inspections as required. Promote harmonious relations among residents, staff, vendors and the larger community. Maintain congenial relationships with all residents, respecting cultural background, economic status and special needs; adhere to Fair Housing, Equal Employment and Equal Housing Opportunity requirements. Develop a sense of community through good resident‑to‑resident, staff‑to‑resident and staff‑to‑staff relationships, nurturing positive interactions and activities. Ensure all site staff responds to resident requests or complaints in a timely, efficient and courteous manner. Receive work order repair requests, schedule repairs with maintenance staff, and follow up to confirm proper and timely completion. Manage resident evictions in compliance with court order and directions from legal counsel or Property Supervisor. Convene and chair resident meetings in accordance with standards and requirements. Coordinate with Resident Services to assist residents with social services needs or problems. Provide resident comment and evaluation forms to each resident annually, prepare and review summaries for submission to Property Supervisor, and act on feedback. Develop and provide support to resident organizations as needed and requested. Represent the property to local social service agencies and funding sources, as requested. Financial Reporting and Control Ensure successful day‑to‑day financial management and maintain all necessary financial records and files in good order. Collect rents and other monies, ensuring accurate processing and input into YARDI computer accounting system per procedures set forth by Eden Housing. Supervise or complete daily deposits of all monies collected. Review delinquent accounts and resident receivables, determining necessary action to collect outstanding balances in consultation with Property Supervisor. On a monthly basis, compare lease information with monthly rent roll to ensure accuracy of security deposits, rents, move‑in dates, etc. Review the property’s monthly income and expense statement, reporting issues to Property Supervisor. Provide initial draft of the annual site budget by the deadline given annually by Property Supervisor. Maintain compliance with the budget during the fiscal year to ensure fiscal integrity of the project under direction of Property Supervisor. Prepare weekly vacancy and delinquency reports, submitting them in a timely manner to the Eden Housing office. Complete and submit a monthly budget variance report on time. Submit any incident that occurs on the property within 24 hours if it could become an insurance claim or lawsuit. Adhere to all accounting and reporting procedures required by Eden Housing. Regulatory Requirements Supervise or complete all resident files at move‑in and at each recertification accurately and completely. Supervise or complete timely and accurate income recertification of all residents within established regulatory guidelines. Process and maintain all resident documents and forms including leases, income certifications and recertifications. Ensure compliance with regulatory and/or financial partner requirements, requesting information to include but not limited to the preparation and submission of reports in an accurate and timely manner. Provide reports to Property Supervisor upon request. Administration Manage day‑to‑day administration of the property office, including answering telephones during normal business hours; interacting with residents courteously and professionally; sorting, distributing, opening and answering mail daily; coding invoices daily; and handling resident inquiries and concerns. Ensure office is clean, well‑organized, and presentable to the public. Adhere to performance standards. Exercise common sense, good judgment, consistency and self‑control in day‑to‑day contact with residents and other business matters. Ensure consistent application of property rules and regulations, lease and lease addenda; document and report all violations in the property log. Ensure proper maintenance and storage of property files and records. Ensure all staff adhere to systems, procedures, timelines and formats established by Eden Housing including filing systems, business correspondence, purchasing procedures, rental collections, recertifications, property maintenance records, personnel procedures required, etc. Collect, analyze and report statistical data as requested to provide an accurate and current assessment of the property and its needs. Respond promptly to any emergency that arises on site, assigning staff as needed; complete incident reports and forward to Property Supervisor within 24 hours. Post all licenses, permits, notices and occupancy permits required by federal, state and local jurisdictions. Attend trade association meetings and seminars to keep up to date on trends and changing conditions, as requested and/or required by Property Supervisor. Communicate all problems and resolve them or make recommendations to Property Supervisor for resolution. Personnel Management Interview, hire, train, evaluate, motivate, discipline and terminate staff under the direction of Property Supervisor and in accordance with personnel policies. Conduct introductory and annual evaluations of all staff, setting goals in accordance with departmental goals and objectives; recommend promotions, salary adjustments and disciplinary actions. Determine appropriate personnel needed to complete maintenance jobs within staff capability, using temporary personnel in consultation with lead maintenance technician, if applicable and with approval of Property Supervisor. Interact effectively with Resident Services staff in resolving resident issues and concerns. Review, approve and submit employee timesheets to central office based on posted payroll schedule. Ensure appropriate staff development and training, including for the manager. Complete Workers Compensation reports for injured employees according to policies and procedures. Ensure all staff adhere to fair housing laws. Develop and maintain good staff working relationships, providing leadership to inspire teamwork and cooperation. Ensure staff interact professionally and respectfully with all residents and each other. Housing Program Ensure the housing program (services and activities) is maintained as directed by governing documents, Board of Directors, Eden Housing and/or regulatory agency. Other Community Management Tasks Provide direct assistance and direction during after‑hours emergencies as needed. Schedule and supervise fire alarm inspections where appropriate and ensure accompanying paperwork is completed. Conduct monthly staff meetings with safety as a standing item of discussion. Perform other activities or tasks not outlined above as assigned by Property Supervisor to ensure viable operation of the property. SUPERVISORY RESPONSIBILITIES Directly supervise one or more employees in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, and addressing complaints and resolving problems under the supervision of the Property Supervisor. Other Duties as Assigned Night Manager duties: providing after‑hours management presence, ensuring common area buildings are secured, responding to on‑site emergencies during night shift, performing janitorial duties, and recording incidents. No additional supervisory responsibilities. EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED). Or 1‑3 months related experience and/or training. Or equivalent combination of education and experience. Two years experience in affordable housing management, including at least one year of staff management, maintenance and project management, and reporting. Oversee a minimum of 70 units. PREFERRED SKILLS and/or ABILITIES Willingness to learn and troubleshoot preventive plumbing, electrical and landscaping and ongoing maintenance issues. Positive attitude, good sense of humor, energetic, assertive, capable role model for subordinates. Demonstrated professional integrity. Excellent communication and customer service skills; strong attention to detail. Knowledge of Word and Excel; Yardi software knowledge a plus. Ability to handle multiple projects and shifting priorities in a fast‑paced environment. Second language skill a plus. CERTIFICATES, LICENSES, REGISTRATIONS ARM certification preferred. Experience with HUD and/or CTCAC properties required; must obtain TCS and COS certification within 12 months of hire date. LANGUAGE, MATH & REASONING SKILLS Ability to read, comprehend, write simple correspondence, and present information to customers, staff and group settings. Ability to perform basic arithmetic, including adding and subtracting two‑digit numbers, multiplying and dividing, with units of American money, weight, volume and distance. Ability to apply common sense understanding to carry out written instructions and oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to interpret a variety of instructions furnished in written, oral, or schedule form. PHYSICAL/SENSORY/COGNITIVE DEMANDS Approx. 40% sitting, 30% standing, 30% walking; frequent lifting up to 15 pounds, occasional lifting up to 50 pounds. Regular face‑to‑face interactions with residents/staff/visitors; must speak clearly. Must exhibit concentration and attention for extended periods. Must recognize and respond to emergency equipment sounds and odors. WORK ENVIRONMENT The work environment is typically moderate noise, with occasional interruptions and occasional exposure to outdoor elements.
