Chief of the SM&I Office of Bridge Asset Management

Job Description and Duties

Under the general direction of the State Bridge Maintenance Engineer and Deputy Division Chief of Maintenance for Structure Maintenance and Investigations (SM&I), a Principal Bridge Engineer, the incumbent is Chief of the SM&I Office of Bridge Asset Management and, as such, provides supervision, leadership, guidance, assignments, training, performance monitoring and quality control for the following functions of the office:

1) Advise and assist the Caltrans Districts in accordance with the SM&I Bridge Program Advisor Manual on the development, programming, prioritization, coordination and management of projects funded by the Highway Maintenance Program (HM3 Bridge) and the State Highway Operation and Protection Plan (SHOPP), including Director's Orders, to address the structure maintenance work, i.e. preservation, repair, rehabilitation and replacement, needs for in-service highway bridges and tunnels on the State Highway System (SHS);

2) Manage the HM3 and Bridge SHOPP programs, and the Service Level Agreement (SLA) with the Division of Engineering Services (DES) for personnel services and operating expenses for support of HM3 projects.

3) Manage the safety inspection, structural condition assessment, load rating and National Bridge Inventory (NBI) data, and maintenance work recommendations from the statewide inspections of in-service state and local highway bridges performed by SM&I and its delegates in accordance with 23 Code of Federal Regulations (CFR) Part 650 Subpart C National Bridge Inspection Standards (NBIS);

4) Manage the safety inspection, structural and functional system condition assessment, load rating and National Tunnel Inventory (NTI) data, and maintenance work recommendations from the statewide inspections of in-service state and local highway tunnels performed by SM&I and its delegates in accordance with 23 CFR Part 650 Subpart E National Tunnel Inspection Standards (NTIS);

5) Manage the safety inspection, structural condition assessment and inventory data, and maintenance work recommendations from the statewide inspections of in-service state highway overhead signs performed by SM&I;

6) Maintain and enhance the application software programs containing safety inspection, condition assessment, load rating, and inventory data, and maintenance work recommendations for bridges, tunnels and overhead signs;

7) Develop and maintain quality control procedures that are intended to maintain the quality of bridge/tunnel inspections and load ratings at the levels specified in the national and state standards, specifications, policies and procedures;

8) Develop and maintain the SM&I Bridge Program Advisor Manual;

9) Perform administrative support for all SM&I offices;

10) Perform quality assurance for bridge painting statewide.

The incumbent also assists and substitutes for the State Bridge Maintenance Engineer with any delegated duties, as needed.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

This is a Caltrans Promotional examination.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers. and

Either I

Experience: One year of structure engineering experienceas a Senior Bridge Engineer in the California state service.

Or II

Experience: One year of experience equivalent in level of responsibility to a Senior Transportation Engineer inthe California state service AND at least two years of structure engineering experience as a TransportationEngineer (Civil), Range D, or higher in the California state service.

Or III

Experience: Broad and extensive (five or more years) engineering experience in the design, construction, andmaintenance inspection of bridges, major transportation-related structures, or transportation- relatedbuildings. [Three years of the experience applied to this pattern must include: (a) one year of bridge design,construction, or maintenance inspection experience, and (b) two years in a supervisory capacity comparable inlevel of responsibility to a Senior Bridge Engineer in the California state service.]

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Note: If using Out of Class (OOC) experience , you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

The Statement of Qualifications must address the applicant’s qualifications relative to the following:

1. Demonstrated experience (specify the number of years/months) in safety inspections and National Bridge Inventory (NBI) of in-service highway bridges per 23 Code of Federal Regulations (CFR), Part 650, National Bridge Inspection Standards (NBIS).

2. Demonstrated experience (specify the number of years/months) in programming and development support of projects funded by HM Programs, SHOPP and Director's Orders, related to bridge preservation, repair, rehabilitation and replacement.

3. Demonstrated experience (specify the number of years/months) in management of data and reports from element-level inspections, NBI, National Tunnel Inventory (NTI), load ratings and work recommendations for bridges, tunnels and overhead signs, and the associated software programs.

4. Demonstrated experience (specify the number of years/months) in contacts with internal partners, such as Caltrans districts and HQ divisions, and external partners, such as Federal Highway Administration (FHWA), local agencies and American Association of State Highway and Transportation Officials (AASHTO).

5. Demonstrated experience (specify the number of years/months) in first-line and second-line supervision of engineering staff responsible for bridge inspections and NBI data per the NBIS, bridge load rating analysis, bridge design and/or bridge construction.
