The coordinator coordinates, develops, and carries out the Title V Block Grant State Action Plan for CYSHCN and conducts associated planning and collaborative activities with other agency programs, organizations, and groups that address issues affecting CYSHCN. The coordinator serves as program liaison to CYSHCN Systems Development Group community-based contractors and special projects, performs quality assurance monitoring, documents findings, and prepares evaluation reports. The coordinator also researches and prepares evaluations, grant opportunities, contracts, fiscal impact reports, and other reports and studies. This coordinator works under limited supervision with considerable latitude for initiative and independent judgment. Essential Job Functions (EJFs) Attends work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned. Provides consultation and technical assistance to plan, implement, and monitor statewide children and youth with special health care needs activities. Develops and carries out objectives, strategies, and evidence-based or informed measures and monitors contractor activities related to assigned initiatives. Oversees the planning, implementation, and evaluation of activities related to assigned initiatives, including development of program evaluation, administrative rules, policies, and procedures, and collects, analyzes, reports, and presents data. Develops and reports on activities that support Title V performance measures, health status indicators, and outcome measures. (40%) Leads idea generation and designs methods for program quality improvement initiatives. Identifies needed areas of change and recommends and leads to implementation of techniques to evaluate and improve program activities, including contractor activities. Assesses and addresses ongoing educational needs or training of staff related to children with special health care needs. Collects, organizes, analyzes, and prepares material in response to requests for information and reports. (15%) Establishes effective partnerships and collaborative workgroups/committees with other state agencies, disability service and advocacy organizations, consumer and provider groups, funding entities, and internal partners at DSHS to increase awareness of the needs and issues of children, youth, and adults with special health care needs and their families and to plan activities that address Title V CYSHCN Performance Measures. Represents the CYSHCN Systems Development Group, Maternal and Child Health Section, and Department of State Health Services at meetings, hearings, conferences, and seminars and on boards, panels, and committees. Promotes the use of evidence-based practices. Seeks opportunities to integrate services that establish medical homes, support health care transition, and promote community inclusion for CYSHCN and their families. (25%) Serves as program liaison to CYSHCN Systems Development Group for special contracts projects. Collaborates with program staff on application review and contract renewal processes. Develops evaluation tools, reviews and evaluates service delivery methods, outputs, and activities, identify resource gaps, and recommends improvements and funding based on review criteria. Performs quality assurance monitoring, documents findings, and prepares evaluation reports. Research and prepare evaluations, grant opportunities, contracts, fiscal impact reports, and other reports and studies. (15%) Performs other duties as assigned, including actively participating or serving in a support role to meet the agency’s obligations for disaster response or recovery, Continuity of Operations (COOP) activation, and service on the State Medical Operations Center (SMOC) team. This participation may require an alternate shift pattern or location. (5%) Knowledge, Skills And Abilities (KSAs) Knowledge of issues and public health principles and practices pertaining to children with special health care needs and adults with disabilities and their families. Knowledge of principles of monitoring and evaluation; benchmarking; development of evaluation tools. Knowledge of local, state, and federal laws and regulations and current trends relevant to children with special health care needs and adults with disabilities and their families. Knowledge of program development, planning, and implementation. Knowledge of state and federal programs, contract/performance monitoring, and grant monitoring, evaluation, and budgeting processes. Knowledge of and experience coordinating agency and program services and leading interagency planning to integrate service systems and improve quality of health care. Skill in using computer software applications, including Microsoft Word, Excel, and PowerPoint, to prepare word processing documents, reports, presentations, and financial analyses. Skill in communicating information clearly, concisely, and effectively verbally and in writing. Skills in project development, planning, funding, management, and evaluation (including grant-writing). Skill in interpreting data. Ability to function as a member of a team. Ability to work collaboratively and productively with people from various professional, socio-economic, and cultural backgrounds. Ability to oversee program activities and establish goals and objectives. Ability to prioritize, schedule, and monitor completion of complex assignments. Ability to exercise judgment in evaluating situations, making decisions, and effectively working through areas of conflict. Ability to gather, assemble, correlate, and analyze facts and data. Ability to communicate complex information clearly, concisely, and effectively. Registrations, Licensure Requirements Or Certifications NA Initial Screening Criteria Graduation from an accredited four-year college or university in a relevant science or liberal arts field. A master’s degree in public health or public administration is preferred. At least two years of experience working in public health, maternal and child health, and/or health care policy development including CYSHCN programming and policy development is preferred. At least two years of experience developing, writing, and presenting program policy reports and communications. Experience developing and overseeing project coordination and completion.
