Job Description Performs moderately complex (journeylevel) analytical and reporting support for the Juvenile Justice System of Texas. Independently plans and completes routine and moderately complex analytical assignments, develops reports and dashboards, investigates dataquality issues, and translates business questions into analytical requirements. Supports agency data governance process. Uses statistical and analytical methods to identify trends and support program and operational decisionmaking. Works directly with stakeholders and communicates findings, assumptions, and limitations in understandable terms. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Hybrid inoffice / workfromhome role but not restricted to Austin Metropolitan area (agency has locations throughout the state). May be required to work more than 40 hours per workweek and travel occasionally. Essential Job Duties Independently collects, queries, cleans, integrates, validates, and analyzes data for recurring and ad hoc analytical assignments. Conducts descriptive, diagnostic, and appropriate predictive or statistical analysis using established analytical methods. Develops and maintains reports, dashboards, visualizations, analytical datasets, and presentations for program and operational stakeholders. Investigates dataquality issues, assesses their impact, and develops or recommends appropriate validation and qualitycontrol procedures. Works directly with stakeholders to understand business needs, clarify requests, and translate questions into analytical and reporting requirements. Documents data sources, definitions, calculations, methodologies, assumptions, limitations, and reporting procedures to support repeatability and review. Writes data governance documentation with assistance from subject matter experts, senior data office staff, and other agency stakeholders. Uses SQL, Microsoft Power BI, and Python, or develops proficiency in those tools when transitioning from comparable analytical technologies. Explains findings, trends, assumptions, and limitations clearly to technical and nontechnical audiences. Coordinates moderately complex analytical assignments and provides technical assistance to peers as appropriate. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Will be required to travel up to 10% of the time. Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others. Minimum Qualifications Bachelor's degree. Two (2) year of fulltime wageearning professional experience in data or statistical analysis required. A cover letter is required. Preferred Qualifications Major coursework or experience in computer science, statistics, public policy, sociology, criminal justice, business analytics, data science, or a related field. Experience working with case management, customer relations, human services, government, or juvenile justice data. Experience using SQL, Microsoft Power BI, Python, or comparable analytical tools to deliver repeatable analysis and reporting. Experience and Education Substitutions: Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Completion of a relevant data analysis or data science training program may count toward years of experience depending on the hours and content of study. Experience requirements may be satisfied by the prorated parttime equivalent. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution. Knowledge/Skills/Abilities Knowledge of statistical concepts and methods, including distributions, hypothesis testing, variance, correlation, and appropriate analytical techniques. Knowledge of data preparation, dataquality assurance, validation, and analytical documentation practices. Knowledge of research design, visualization, reporting, and business intelligence concepts. Skill in independently querying, cleaning, validating, and analyzing data. Skill in selecting and applying appropriate established analytical methods. Skill in developing reports, dashboards, visualizations, and analytical datasets. Skill in using SQL, Microsoft Power BI, and Python, or rapidly developing proficiency when transitioning from comparable tools. Skill in stakeholder engagement, requirements discovery, active listening, and translating business questions into analytical requirements. Skill in investigating dataquality issues and developing effective controls. Ability to independently manage analytical assignments from requirements through delivery. Ability to identify data or methodological limitations and communicate their effect on conclusions. Ability to explain complex information clearly to technical and nontechnical stakeholders. Ability to develop and implement effective solutions to moderately complex analytical problems. Ability to maintain accuracy and attention to detail. Ability to prioritize multiple assignments and meet tight deadlines. Ability to maintain effective working relationships within and outside the agency. Ability to work in excess of 40 hours per work week and travel occasionally.
