As we continue to grow in the San Diego market, we are seeking an experienced Preconstruction Manager to lead estimating, budgeting, value engineering, and project planning efforts from concept through construction start.

Position Summary

The Preconstruction Manager will oversee all preconstruction activities for multi-family and commercial mixed-use projects, working closely with owners, developers, architects, consultants, and internal operations teams to ensure projects are positioned for successful execution.

The ideal candidate brings strong conceptual estimating experience, deep knowledge of Southern California construction markets, and the ability to build trust with clients while driving value throughout the development process.

Key Responsibilities

• Lead all preconstruction services from project pursuit through turnover to operations.
• Develop conceptual, schematic, design development, and GMP estimates.
• Prepare detailed quantity takeoffs and cost analyses.
• Manage subcontractor and vendor solicitation efforts.
• Conduct value engineering and constructability reviews.
• Evaluate project risks and develop mitigation strategies.
• Coordinate with architects, engineers, consultants, and ownership teams during design development.
• Prepare project budgets, cost models, and milestone estimates.
• Analyze drawings, specifications, geotechnical reports, and entitlement documents.
• Develop preliminary schedules and phasing plans.
• Support business development and client presentations.
• Lead design-assist and design-build preconstruction efforts.
• Collaborate with project executives, operations leaders, and field teams to ensure seamless project handoff.
• Stay current on market trends, labor conditions, material pricing, and subcontractor capacity throughout Southern California.

Qualifications

Required

• Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
• 7+ years of preconstruction, estimating, or project management experience with a general contractor.
• Experience delivering ground-up multi-family, podium, mixed-use, and commercial construction projects.
• Strong conceptual estimating and budgeting capabilities.
• Experience preparing GMP and negotiated proposals.
• Excellent communication and presentation skills.
• Proficiency with estimating software and construction management platforms.

Preferred

• 10+ years of preconstruction leadership experience.
• Experience with projects valued at $25M–$250M+.
• Knowledge of San Diego and Southern California subcontractor markets.
• Design-build and collaborative delivery experience.
• LEED, sustainable construction, or advanced preconstruction certifications.
