HVAC Maintenance Worker II, III

Description

The HVAC maintenance worker will perform a variety of activities supporting the HVAC needs of our facilities. This position will also participate and partner with the team for general maintenance and repairs for equipment and facilities including but not limited to plumbing, electrical, basic carpentry, heating and cooling, building systems, basic construction and equipment operation.

The position consists of separate tiers, each with increased responsibility, experience, and independent operation.

• Level II – Applies skills and job knowledge in area of specialization; applies procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization at an intermediate level of knowledge and understanding; may work on non-routine tasks, projects, and applications; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision. (minimum of 2 years of experience in the role)
• Level III – Works on varied tasks ranging from routine to complex. Applies full range of specialized skills and job knowledge; frequently adapts procedures, techniques, tools, materials, and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; relies on experience and judgment to plan and accomplish assigned tasks. (minimum of 5 years of experience in the role in Delta County or specialty training/certification)

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

• Repair, maintain and make alterations of all Delta County facilities, grounds, utilities and support equipment.
• Utilize beginning to advance knowledge of electrical, plumbing, HVAC heating and cooling systems, construction trades and mechanical systems to achieve Delta County goals and maintain facilities.
• Be available to carry out rotating on-call maintenance duties. Being on-call requires employee to:

1. Respond to organizational cell phone contacts regarding emergent maintenance related questions beginning Friday evening at 5:00 p.m. through Monday morning at 7:00 a.m.
2. Serves as an emergency on-call back up or as scheduled during the week.
3. An on-call employee whose call requires them to report to a facility to respond to an urgent need outside the employee's normal work schedule will be paid for the time worked (including travel time) or a minimum of two hours, whichever is greater.
4. The on-call employee response time to a facility for an emergent need is 30 minutes from the initial call.
5. Overtime compensation follows Fair Labor Standards Act (FLSA) laws.
6. Employees who are on call must adhere to all of Delta County's policies, including drug and alcohol use and testing.

• All maintenance employees are on emergency response call as necessary according to the disaster finance policy and declaration policy. There are no special conditions associated and response is as designated in the policies.
• The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
• Reliable and predictable attendance and punctuality are considered essential functions of this job. Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency.

GENERAL JOB DUTIES:

Level II

• The Maintenance Worker II performs simple to moderately complex, manual-skilled maintenance work in support of Delta County. This class differs from a Maintenance Worker I due to the level of experience required, complexity of work performed, and greater independence of action within established guidelines.
• Perform all duties of the level one at a journey level with minimal supervision.
• Perform advanced maintenance for all heating and air conditioning units, emergency generator, heat pumps, gas utilities, fire alarms, sprinkler systems, boilers and chillers.
• Fill in for Buildings & Grounds Supervisor and Fairgrounds Maintenance Worker, as needed.
• Coordinate and supervise public service workers, juvenile diversion clients, inmates, etc.
• Maintain a system of procedures and standards for all maintenance systems.

Level III

• Under limited supervision from the Building and Grounds Supervisor, the Maintenance Worker III performs skilled complex work in a variety of trades in the maintenance and repair of County facilities, buildings, equipment and related operating systems.
• Perform a variety of manual and complex work related to facility operation
• Provide training, direction, and guidance to less-experienced maintenance workers on assigned maintenance and repair projects.
• Complete all duties of previous levels at an advanced level with only general supervision.
• Assigned as the lead maintenance worker in absence of the building and grounds supervisor and authorized to act as decision maker in appropriate areas of responsibility.
• May be asked to be a project lead communicating with specific vendors and/or develop time and materials estimates, schedules, Request for Quote/Purchase (RFQ/RFP) and methods to accomplish job goals.
• Responds to inquiries and complaints from the general public regarding maintenance operations and procedures, refers to supervisor as appropriate for a more in-depth response.

• All Delta County employees may be called upon to support emergency response, natural disasters, or other recovery efforts. In the event of a declared disaster or an undeclared emergency requiring immediate support, employees may be temporarily designated as essential service workers and asked to adjust their scheduled work hours (which may include hours outside normal business hours) to accommodate response needs and county business as directed by their Department Head, Elected Official, or the Board of County Commissioners.
• Perform other similar and related duties as assigned.

Requirements

Education:

High school diploma or equivalent

A technical diploma/associate degree in HVAC/R or completion of a recognized 3-to-5-year HVAC/R trade apprenticeship is required.

Experience /Licenses/Certifications:

Level II

• Two (2) or more years of commercial or institutional experience installing, maintaining, troubleshooting, and repairing commercial HVAC systems is required. Three to five (3 to 5) years of commercial or institutional HVAC systems including all systems listed above preferred.
• Control Systems: Knowledge to navigate, troubleshoot and operate with Direct Digital Controls (DDC) and Building Automation Systems (BAS) such as Johnson Controls, Siemens, or BACnet.
• Heavy Equipment: Direct experience diagnosing and maintaining commercial rooftop units (RTUs), chillers, cooling towers, and air-handling units (AHUs).
• Hydronics & Heating: Working knowledge of low-pressure hot water boilers, circulator pumps, and expansion tanks.
• Electrical Diagnostics: Ability to read schematics, trace circuits, and safely troubleshoot single- and three-phase electrical systems.
• Must have demonstrated general knowledge of all Delta County building systems and utility locations.
• Must be able to independently troubleshoot basic system malfunctions and repair independently.
• Must have intermediate level construction skills for repairs and simple modifications.
• Must have demonstrated routine independence to trouble shoot and repair in at least two of the following trades:
• Electrical
• Plumbing
• HVAC

Level III

• Control Systems: Mastery with Direct Digital Controls (DDC) and Building Automation Systems (BAS), such as Johnson Controls, Siemens, or BACnet.
• Electrical Diagnostics: Ability to read schematics, trace circuits, and safely troubleshoot single- and three-phase electrical systems up to 480V.
• Must be a certified or licensed trade profession in electric, plumbing or HVAC
• OR have at least 5 years’ experience in building and grounds maintenance work for Delta County
• Must have demonstrated advanced knowledge of all Delta County building systems and utility locations.
• Must be able to independently troubleshoot complex system malfunctions and repair independently.
• Must have demonstrated routine independence to trouble shoot and repair all three of the following trades:
• Electrical
• Plumbing
• HVAC

PHYSICAL REQUIREMENTS:

Physical Requirements: Walk extensively, climb, twist, bend, stoop, kneel, flexible, agile, stand, sit, good vision, able to stand extreme temperatures, use hands and fingers, handle or feel objects or tools, reach with hands and arms, talk, listen, hear, read, see, lift.

Lifting: 90 pound requirement

Exposure to Elements: Extreme temperatures; all types of weather

Handling of Dangerous Equipment: Power tools; mowers; odors and fumes; cleaning materials

Risk of Assault or Injury: Verbal assault on the telephone or in person is not uncommon. Required to work in jail.
