Additional information can be found at: DCHR Benefits This position is located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), Disciplinary Review Division (DRD). The incumbent is responsible for complex legal research, case evaluation, policy analysis, and procedural guidance related to disciplinary reviews and administrative investigations. The role requires expertise in employment and labor law, investigative procedures, and administrative due process to ensure compliance with federal, state, and local regulations. The Incumbent Will Be Responsible For The Following Serving as a senior analyst handling the more complex and difficult disciplinary matters. Conducting in-depth legal research on federal, state, and District laws, regulations, and case law relevant to disciplinary actions, labor laws, and administrative proceedings. Interpreting and applying case law and legal precedents to disciplinary matters and recommending appropriate courses of action. Reviewing and evaluating all case files, departmental policies, practices and related forms, ensuring consistency and conformance to the law and with MPD policies and legal standards and applicable collective bargaining agreements. Preparing legal memoranda, disposition letters, and reports summarizing case findings and recommendations. Conferring with legal entities on case-specific basis to ensure that the District has maximum legal protections prior to issuance of all disciplinary materials, including drafting notices of disciplinary action and other legal documents as required. Assisting leadership in interpreting and enforcing, Federal, State and local law; advising Department officials concerning labor-management issues. Coordinating with Human Resources Management Division, Office of Labor Relations on Collective Bargaining, Mayor’s Office, General Counsel and other internal and external stakeholders regarding labor and discipline employee relations issues. Keeping abreast of agency and other changes in laws and regulations related to the function of the Office, recommending an appropriate course of action to Director, as deemed necessary. Organizing, analyzing, and managing case files, ensuring proper documentation and compliance with legal and procedural requirements. Providing technical guidance and assistance to junior analysts of the Office in areas of specialized knowledge. Converting physical case files into electronic format, maintaining accurate digital records. Assisting in developing case strategies and supporting MPD leadership in resolving disciplinary cases. Preparing and presenting written and oral reports on case evaluations and investigative findings. Supporting the settlement process, assisting in drafting settlement templates and agreements. Assisting in updating policies and procedures to align with legal requirements and best practices. Developing and delivering training materials on disciplinary procedures, case management, and legal updates. Supporting leadership in analyzing trends and recommending policy improvements to enhance disciplinary review processes. Providing general administrative support for meetings, hearings, and special projects. Gathering information in response to inquiries from internal and external stakeholders. Managing project timelines and tracking case progress to ensure efficient workflow within the division. Compiling monthly statistical and status reports and presentations for internal and external stakeholders of assigned matters. Coordinating and facilitating disciplinary review meetings and special initiatives. Performing other related duties as assigned. Qualifications Qualifications, Education and Work Experience Demonstrated advanced research strategies and techniques sufficient to research the most complex discipline and labor issues. The issues researched are almost always complex and are in areas of the law that are often in a continual state of evolution, thus requiring atypical and innovative research strategies. Knowledge at an advanced level of federal and District employment laws, including due process rights, administrative law, labor relations, and case law relevant to disciplinary actions and the controlling statutes, regulations and case law pertaining to the subject matter of the particular issues sufficient to develop binding opinion whether through the arbitration process or administratively, which may alter the precedent pertaining to the particular issue. In-depth knowledge of agency policies, regulations and procedures; labor and district related to the function of the Department; as well as precedent agency and judicial decisions. Comprehensive understanding of collective bargaining agreements (CBAs) and their impact on disciplinary procedures. Extensive experience in legal research, case evaluation, and policy development, with the ability to interpret and apply complex legal precedents. Ability to conduct legal research, case analysis, and report writing, particularly in matters related to employee discipline and administrative investigations. Skill in interpreting and applying legal knowledge in various situations. Highly developed skills in legal writing and analytical skills, with proficiency in drafting legal memoranda, investigative reports, and policy documents. Skill in applying sound judgment in the review and analysis of matters assigned and deriving logical conclusions. Strong ability to provide legal guidance, policy interpretation, and training to senior leadership and personnel. Proficiency in legal research databases, case tracking systems, and data analysis tools to monitor disciplinary trends. Ability to develop and implement strategic recommendations that enhance the efficiency and effectiveness of MPD’s disciplinary review process. In-depth knowledge of administrative law, due process requirements, and case management procedures. Strong legal writing, verbal and written communication and analytical skills, with a demonstrated ability to draft legal memoranda, disposition letters, notices, subpoenas, investigative reports, policy updates and recommendations, and high-level reporting and perform advisory functions. Strong organizational and case management skills, with the ability to track and analyze disciplinary trends with proficiency in legal databases and case management software for conducting research and managing case files. Ability to provide legal guidance and training to MPD personnel on disciplinary and investigative processes. Education High School Diploma or its equivalent is required. Juris Doctorate (JD) from an accredited college or university is preferred. Work Experience One (1) year of specialized experience at the CS-13 grade level, or its non-District equivalent, gained from the public or private sector, demonstrating in-depth knowledge in legal research, case evaluation, labor law, employment law, and administrative investigations. Specialized experience is defined as advanced in conducting complex disciplinary investigations, due process proceedings, labor relations, and regulatory compliance within a law enforcement or public sector environment. This experience must have provided the applicant with the knowledge, skills, and abilities necessary to successfully perform the duties of the position. Applicants must possess an in-depth understanding of employment and labor law, disciplinary procedures, and administrative due process as they apply in law enforcement settings. Examples of specialized experience for this position include but are not limited to: conducting legal research and case evaluations related to labor law and disciplinary investigations. Interpreting and applying employment laws and policies to disciplinary matters, providing written legal recommendations and case summaries for disciplinary actions, collaborating with unions and navigating collective bargaining agreements (CBAs), and participating in hearing proceedings related to employee discipline and administrative. Licensures, Certifications And Other Requirements The employee is required to possess and maintain a valid District of Columbia driver’s license or it’s state equivalent. Work Environment Work is primarily sedentary. The work is performed in an office setting, with occasional field visits for hearings or case reviews. Other Significant Factors Promotion Potential No Known Promotion Potential Collective Bargaining Unit This is a non-union position; therefore, it is not covered under a collective bargaining agreement. Position Suitability This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests: Traffic record check (as applicable); Pre-employment drug and alcohol test (as applicable); Consumer credit check (as applicable); Reasonable suspicion drug and alcohol test; Random drug and alcohol test; Return to duty or follow-up drug and alcohol test; and Post-accident or incident drug and alcohol test. Due to the sensitive nature of work performed within the Metropolitan Police Department, all selected candidates must undergo and successfully complete and enhanced background investigation, including criminal history and credit checks, as a condition of employment. Residency Preference Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
