Supervisory Contract Specialist

Contract Specialist

Performs pre-award and post-award contracting functions on complex, high-dollar acquisitions involving cost-type and fixed-price contracts for technical services supporting Agency research programs.

Direct supervisory duties for four (4) Contract Specialists and two (2) Purchasing Agents.

Leads negotiations and performs cost/price analysis, including review of cost breakdowns, to establish competitive ranges and obtain favorable terms for the government.

Performs contract administration functions, including ensuring contractor compliance, reviewing vouchers, negotiating modifications, and preparing contract close-out documents.

Provides authoritative advice to Agency management on complex procurement issues and evaluates the impact of legislative and policy changes on acquisition programs.
