JOB SUMMARY:
This Purchasing Manager I - SES position is the Deputy Purchasing Director for the Department.
- Provide leadership in strategic sourcing, contract administration, supplier management, and procurement operations. This role partners with program area leaders throughout the organization to procure goods and services that support the Department’s mission while maximizing value, mitigating risk, and promoting transparency and accountability.
- Assist the Purchasing Director in planning, organizing, and directing all procurement operations; lead procurement activities for complex, high-value, and mission-critical contracts; develop and implement procurement strategies that support organizational objectives; oversee and conduct competitive solicitations including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Invitations to Negotiate (ITNs), and Requests for Information (RFIs); review procurement recommendations, contract awards, amendments, and purchasing documentation; manage contract negotiations with vendors and suppliers; monitor supplier performance and contract compliance; identify opportunities to improve procurement processes, efficiency, and cost savings; provide guidance and interpretation of procurement policies to internal stakeholder; supervise procurement professionals, providing coaching, mentoring, and performance management; assist in developing departmental goals, budgets, metrics, and performance reports; represent the Purchasing Director during meetings, committees, and executive discussions as assigned; support internal and external audits and implement corrective actions as necessary; and maintain effective working relationships with business units, vendors, and executive leadership.
- Direct the administration of a large, centralized procurement and contractual services program. Plan workloads, workflows, deadlines, work objectives and time utilization with employees to ensure that cost effective acquisitions of commodities and services are obtained in a timely manner so that operations of the Department are not interrupted or impeded.
- Ensure that procurement activities are in accordance with Florida Statutes, rules/regulations, policies/procedures, and good ethical business practices. Assigns duties and responsibilities to employees. Supervises, reviews, and evaluates work assignments and performance.
- Supervise and direct employees who provide services to support program contract management functions throughout the agency. Such services include maintaining contract documents and developing and maintaining systems and procedural guidance to support program contract monitoring activities.
- Attend meetings with programs to review and recommend how to proceed with the procurement of goods and services. On occasion meet with vendors interested in providing service to the agency or correcting the level of services being currently provided.
- Maintain and track contract managers training and certifications to meet requirements established by law and the Department of Financial Services.
- Emergency and Disaster-Related Duty: This position has been designated as a “mission essential” position pursuant to the Department of Revenue’s Continuity of Operations Plan. The incumbent is required to be available to perform emergency or disaster-related duties due to an emergency or disaster impacting or threatening to impact the Department which may require the incumbent to work additional hours over and above the regular work schedule. Emergency or disaster-related duty may include performing or supporting the Department’s mission essential functions, primary business functions or other activities related to emergency or disaster events or incidents.
MINIMUM REQUIREMENTS:
- Currently employed with a State Personnel System agency or department.
- Four or more years of experience in procurement, in a professional environment, including quality assurance for the administration and management of formal two-party contracts.
- Four or more years of experience in applying Florida procurement laws and rules.
- Three or more years of experience in State of Florida procurement, including experience with Invitations to Negotiate (ITNs), Requests for Proposals (RFPs), and Invitations to Bid (ITBs).
PREFERENCES:
- Three or more years of experience involving a process of routing contracts for review and approval purposes and/or ensuring contract related information is correctly entered into a tracking system.
- Three or more years of experience with Request For Quotes (RFQs).
- One or more years of supervisory experience.
- Four-year degree from an accredited college or university in accounting, finance, business management, public administration or budget administration.
- Graduate degree in business, financial management, public administration, or related field.
- Current Florida Certified Contract Negotiator (FCCN) certification.
- Current Florida Certified Contract Manager (FCCM) certification.
SALARY: $72,000.00 - $80,000.04 / annually
