Senior Project Manager (Planning, Development & Regulatory Approvals)

Overview

Redgate is seeking a senior planning and development professional to lead the day-to-day execution of complex land use, entitlement, permitting and regulatory approval assignments. Based in Boston, this role will span a range of sectors including life sciences, healthcare, commercial, residential, mixed-use, higher education, and other institutional developments. Projects may range from early feasibility and development planning, through entitlement and permitting and will vary in complexity and scale, including complex urban and waterfront development to suburban and regional planning and approvals.

The successful candidate will serve as a trusted advisor to clients, leading multidisciplinary teams through complex planning, development and regulatory approval processes while managing approval strategy, schedules, risks, and stakeholder relationships. This individual will collaborate closely with client leadership, consultants, municipalities, and regulatory agencies to advance projects from concept through approvals and implementation.

Responsibilities

• Act as the Owner's Representative and day-to-day lead for assigned client planning, development and regulatory approval engagements.
• Lead projects through feasibility, due diligence, development planning, entitlement, permitting, and regulatory approval phases.
• Develop and manage approval strategies schedules, key milestones, and project reporting tools.
• Identify, evaluate, and proactively mitigate regulatory, schedule, stakeholder, and development risks.
• Provide strategic recommendations to clients and project leadership regarding feasibility, entitlement strategy, approval pathways, community and political risk, permitting schedule, development constraints, and mitigation strategies.
• Direct and coordinate multidisciplinary consultant teams including land use attorneys, planners, architects, civil engineers, environmental consultants, traffic consultants, utility providers, and permitting specialists.
• Build and maintain strong working relationships with municipal officials, regulatory agencies, community stakeholders, and project teams.
• Guide clients through entitlement, permitting, zoning, and regulatory approval processes.
• Lead project meetings, drive follow-through, and facilitate decision-making among clients, consultants, and stakeholders.
• Manage the preparation, filing, review, and presentation of entitlement and permitting materials, agency responses, and supporting analyses.
• Monitor project progress, identify emerging issues, and drive assigned engagements toward key decisions and approval milestones.
• Manage competing demands across multiple client projects simultaneously.
• Challenge assumptions and bring forward practical alternatives when conventional approaches may introduce unnecessary risk, delay, or constraints.
• Support the transition of projects from entitlement and planning phases into design and construction.
• Mentor Project Managers, Assistant Project Managers, and other team members to foster a collaborative and high-performing team environment.
• Support business development efforts and contribute to maintaining strong client relationships.

Qualifications and Skills

• 10 years minimum similar experience.
• 5 years minimum managing entitlement, permitting, development, owner's representation, or complex regulatory approval projects. Preferred experience with Boston Article 80 (Small and Large Project Review) and Institutional Master Plans (IMPs), MEPA, Chapter 91, and other land use regulatory processes.
• Bachelor's degree in urban planning, architecture, engineering, real estate, public policy, environmental science, or related field
• Exceptional strategic, technical, and project leadership skills.
• Ability to take ownership of assigned engagements and drive workstreams toward clear decisions and approval milestones.
• Capability to manage competing demands on multiple client projects simultaneously.
• Strong judgement and ability to prioritize and handle challenges independently including when to elevate consequential issues.
• Thorough understanding of entitlement, permitting, zoning, land use, and regulatory approval processes.
• Strong experience coordinating multidisciplinary consultant teams and navigating complex approval pathways.
• Ability to develop and manage approval schedules, critical path activities, and risk mitigation strategies.
• Excellent written and verbal communication skills.
• Experience working with municipal agencies, regulatory bodies, community stakeholders, and public stakeholders.
• AICP, and LEED accreditation, or other related professional certifications a plus.

Compensation

The salary range for this position is $150,000 - $175,000. Actual compensation within the range will be dependent upon the individual's skills, experience, qualifications and location, and applicable employment laws. In addition to base pay, you may be eligible to participate in our performance-based incentive compensation bonus plan.
