Supervisory Information Technology Specialist MSS-14 For the past decade, the District of Columbia Public Library (DCPL) system has been undergoing an aggressive transformation to modernize its facilities and set the strategic direction for 21st century public library services in the District of Columbia. DCPL’s physical campus includes 25 neighborhood libraries and the newly modernized Martin Luther King, Jr. Memorial (Central) Library. DCPL’s goal is for all District residents, regardless of income, educational attainment or geographic area, to have the opportunity to grow, excel and become successful contributors to their communities and society. As such, the Library is committed to introducing new programs and services and customizing its offerings to better serve each neighborhood – particularly in ways that help those who need it the most. The DC Public Library is seeking a Supervisory Information Technology (IT) Specialists in the Office of Information Technology for the District of Columbia Public Library (DCPL) that oversees administrative and public technology to facilitate digital inclusion and literacy, lifelong learning and engagement, and collaboration and development. The Supervisory IT Specialist manages technology operations customer support, network, systems and IT specialists in the planning, development, implementation, administration, and maintenance of software and hardware technology solutions support of the community, library users and library staff with the enforcement of the mission, priorities, and requirements of DCPL, positioning DCPL as a national leader in library technology. DUTIES AND RESPONSIBILITIES Develop and implement technology plan, business case justifications and cost/benefit analyses for technology initiatives. Collaborate with library departments, staff, and management to develop and maintain a technology plan that supports library programs and operational needs. Manage governance process to recommend and prioritize technology projects. Monitor performance through the use of service level agreements, automated systems monitoring and measures. Establish service metrics that align with library requirements and goals that show value to patrons. Analyze and improve upon technology standards, procedures, and policies across the library to gain efficiencies and improve processes. Manage and maintain stable and reliable IT systems, infrastructure. Maintain relationship with the District of Columbia Office of the Chief Technology Officer (OCTO) for services and initiatives provided to DCPL from OCTO. Monitor service agreements, performance, and costs; vendor relationships and contracts to maximize service level performance and minimize costs; collaborate with technology partners including vendor companies, educational institutions, non-profits, and other District agencies. Responsible for management, oversight, and control of the mobile, desktop, and server software, and hardware, wired and wireless network and telecommunication infrastructure planning, implementation, and maintenance according to industry best practices. Supervises employees, of multiple subject area grades ranging 9 – 13, in the substantive work of the Department performing the following supervisory functions: plans, assigns, and reviews the work of employees, established work priorities, evaluates employee performance, recommends training course. Serves as an advisor to the Director of Information Technology regarding new and emerging technologies and recommends how such developments may be effectively employed in the operation of DCPL; and, for the quantity and quality of the work done and ensures the efficient operation of the department. Represents the department at conferences and meetings with other libraries and agencies when needed. Performs other related duties as assigned. MINIMUM QUALIFICATIONS & REQUIREMENTS Bachelor’s degree from an accredited college or university in Information Technology, Information Systems, Computer Science, Cybersecurity, Engineering, Information Science, Management Information Systems, or closely related field Closely related field are any of the following - Computer Information Systems (CIS), Technology Management, Computer Engineering, Software Engineering, Systems Engineering, Network Engineering, Network Administration, Information Assurance, Information Security, Computer and Network Security, Data Science, Data Analytics, Computer Programming or Software Development, Web Development, Web Technologies, Cloud Computing or Cloud Technology, Telecommunications, Applied Computing, Informatics, or Business Information Systems A minimum of eight (8) years of progressively responsible professional experience leading, managing, implementing, and supporting enterprise information technology operations, systems, infrastructure, and technology solutions. Qualifying experience must include at least five (5) years of supervisory or managerial experience overseeing multidisciplinary IT professionals and/or technical teams. Demonstrated experience providing strategic and operational leadership in complex information technology environments, including responsibility for IT infrastructure, enterprise systems, network operations, telecommunications, cloud or hosted environments, endpoint technologies, public and/or staff computing, application deployment, systems administration, cybersecurity, technical support, and service delivery. Demonstrated experience leading multidisciplinary IT teams and performing the full range of supervisory and managerial responsibilities. Including workforce planning, work assignment, performance management, staff development, succession planning, accountability, and establishing operational priorities. Expert knowledge of enterprise technology architecture, infrastructure operations, systems integration, networking, wired and wireless technologies, server and cloud environments, databases, software and hardware lifecycles management, identity and access management, endpoint management, telecommunications, and end-user support. Demonstrated experience developing and implementing multiyear frameworks, operational plan, policies, standards, and technology modernization initiatives aligned with organizational goals and service-delivery requirements. Demonstrated experience leading medium and large scale technology projects involving multiple departments, stakeholders, vendors, systems or organizational priorities, including responsibility for project scope, schedules, budgets, resources, risks, implementation, change management, and performance outcomes. Demonstrated experience developing business cases, technology investment recommendations, cost-benefit analyses, project prioritization criteria, performance measures, service-level agreements, key performance indicators, and data-driven recommendations. Advance knowledge of cybersecurity principles, information security governance, technology risk management, business continuity, disaster recovery, data protection, access controls, vulnerability management, and industry-recognized IT security frameworks and standards. Demonstrated experience analyzing complex operational and technology challenges, improving business processes, developing scalable solutions, establishing technology standards, and using performance data to improve service quality, reliability, efficiency, and customer service. Demonstrated ability to establish collaborative relationships and work effectively across organizational boundaries with senior leadership, internal departments, other government agencies, technology partners, educational institutions, vendors, contractors and members of the public. Demonstrated ability to communicate complex technical concepts, risks, strategies, and recommendations clearly and effectively to technical and nontechnical audiences, including senior leadership, employees, external partners, and public stakeholders. Excellent leadership, strategic planning, analytical, decision-making, problem-solving, interpersonal, written communication, oral communication, negotiation, and organizational skills. Applicable to District Government employees only | Perform relevant work at the next lower grade level of MSS 13 for a minimum of a year, incumbent. Preferred Master’s degree from an accredited college or university in Information Technology, Information Systems, Computer Science, Cybersecurity, Engineering, Information Science, Management Information Systems, or closely related field. LICENSES AND CERTIFICATIONS PMP, CISSP, CISM, or equivalent WORKING CONDITIONS/ENVIRONMENT Work is performed in facilities that have adequate lighting, air conditioning, and heating; however, it is expected to work outdoors in all kinds of weather. Exposure to danger of boiler bursts, poisoning from chemical fumes, escaping gases, as well as cuts and bruises from accidents while working. May be exposed to asbestos-containing materials. PHYSICAL EFFORT None OTHER SIGNIFICANT FACTORS Appointment Type: Management Supervisory Service (MSS) MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Tour of Duty: This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs. Promotion Potential – None Collective Bargaining Unit: This position is not in the collective bargaining unit. Telework: At the managerial discretion Appointed Salary – The selected incumbent will be appointed at the appropriate salary rate of an MSS 14. Budgeted Salary – This position is budgeted for the minimum salary of $ 140,000 to the maximum salary of $152,000. IMPORTANT NOTE: We appreciate every applicant’s interest.
