Outside Plant Program Manager LTA

: Description

The Outside Plant Program Manager performs professional and administrative engineering work for Capital Improvement Projects (CIP) for the Information Technology Department in the City and County of Broomfield. This role performs professional duties related to the planning, coordinating, managing, and implementing of Capital Improvement Projects related to fiber optic networks. Manages CIP projects from conceptual design through construction and warranty periods.

Essential Required Tasks/Examples of Duties

• Manages Capital Improvement Projects (CIP) related to the fiber optic network which includes close coordination and oversight of projects that affect buildings, streets, utilities, trails, drainage facilities, recreation facilities, and parks.
• Oversees administrative, managerial, and budgetary control progress of projects .
• Monitors and coordinates budgets, schedules, and progress.
• Prepares design and construction schedules, contracts, and construction cost estimates.
• Develops project scope, work plans, and resource allocations; selects professional engineering consultants; evaluates existing utility operations and prepares engineering solutions which include economic, environmental, and community impacts.
• Develops project implementation strategies and schedules; oversees the preparation of project plans and specifications, and bid documents; coordinates internal and external reviews and permits; estimates construction costs; and monitors and tracks project budgets.
• Prepares contracts, bid documents, change orders, and consulting agreements.
• Writes Requests for Proposals, Requests for Qualifications, and memorandums to City Council.
• Supervises the work of the designers and contractors to assure compliance with City and County of Broomfield standards and specifications.
• Works with various internal stakeholders to ensure project requirements are being met.
• Assists departments in determining ongoing maintenance of completed CIP projects.
• May present information to various City Council appointed Advisory Committees and the City Council regarding CIP projects.

• Reads and interprets maps, plats, site plans, landscape plans, trail plans, grading plans, irrigation plans, and other plans as required.

Minimum Qualifications

Education

• High School Diploma/GED - required

• Bachelor's Degree from an accredited college or university, preferably in construction management, engineering, or other related technical field - preferred

Experience

• 5+ years experience required in the telecommunications industry with outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management experience.

• Public sector experience - preferred
• Working knowledge of the Broomfield Fiber Installation Project preferred

• In-depth understanding of GIS and fiber design/management tools such as ArcGIS and OSPInsight.
• Skill in the operation of computers and applicable software, printers, copiers, and telephone
• Work from broad direction with limited supervision
• Exercise considerable initiative and sound judgment
• Establish and maintain effective working relationships with other employees and the public
• Anticipate and resolve problems, including escalation of issues to supervisor when appropriate
• Organize tasks and working environment to maximize efficiency
• Ability to employ and enforce safety practices and procedures
• Must possess and maintain a valid Colorado Driver's License and safe driving record for continued employment
• Ability to handle stressful interactions with client/customers

• Ability to collaborate and work well with others

• Work is generally scheduled M-F.

• Some evening and weekend hours.
• Work is performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfield's remote work policy
• In-person customer/client/team meetings required.
• Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects).
• Required to move about office/facilities
