Permit Technician

Pay Rate: $21.00/HR. Position Summary Performs administrative and technical work in the building and business development review function of the department; processes applications for building and related permits; schedules and records building inspections; interacts with developers, contractors and the general public on related permitting and building issues. Assists on clerical, secretarial and staff assistant work. Operates a PC using current word processing and spreadsheet software. Essential Duties and Responsibilities Process permits, receive permit and project applications, verify all information necessary for plan review and fee calculation, issue permit numbers, prepare files, hard cards and fee receipts; maintain or add new contractor’s licenses, authorize agents, insurance and worker’s compensation; prepare construction plans for examiner review and permitting. Assist citizens/customers of the department in a friendly, courteous, professional manner using clear oral and written communication. Serve as liaison to contractors, subcontractors and homeowners during the permitting process. Receive and schedule inspections for inspectors in Building, Planning/Zoning, Fire Department and Engineering when applicable; process Certificates of Occupancy, Completion and Temporary when requested; coordinate all electrical releases with Tampa Electric Company. Receive and process code complaints. Input permit data into Munis program using Windows Internet Explorer based software. Permitting tech has access to retrieve emails from the Building centralized email address View email address on click.appcast.io. Contractors, Realtors, Business and Home Owners have access to this email to answer Building or Code questions or give cost estimates. Provide information to developers, contractors and the general public on building issues, property information, procedures and ordinances. Assist with administrative tasks, such as answering phone calls, referring calls not associated with the Building Department to proper extensions, typing correspondence, distributing mail and reports, scanning, filing and records retention. Type correspondence, memos, reports, records and orders from rough drafts; copy various documents, sort, verify, file or retrieve from files; maintain various files. Compile and prepare information for annual budget; process purchase orders and maintain department purchase order and budget accounts. Set up and maintain specialized office files; file letters, reports and related technical information in the prescribed manner; assemble information for others; open and process mail; undertake administrative duties including photocopying, filing, typing correspondence, incoming and outgoing mail, in a professional and timely manner; provide information or enter data into Munis computer containing technical terminology; retrieve data for reports. Perform research and retrieval of records; assist in the preparation and maintenance of department records. Function as office receptionist and maintain office supplies. Receive and resolve or refer citizen complaints or requests for service. Assist with department special events and projects. Perform other related duties as required. Minimum Qualifications Knowledge, Skills, and Abilities Working knowledge & experience with Microsoft Office Suite; Word, Excel, Powerpoint, etc. Knowledge of building permits operation practices and procedures. Knowledge of office practices and procedures. Knowledge of business English, grammar, spelling and basic math. Ability to make decisions based on department policy. Ability to establish and maintain effective working relationships with employees, departments, government officials and the public. Ability to learn the operating practices of municipal government. Ability to effectively communicate orally and in writing, and follow professional protocol. Ability to provide customer service orientation. Ability to work in a team. Ability to plan and organize. Ability to deal with upset or irate customers. Ability to work the hours of 7:30 AM until 5:00 PM. Ability to type 40 words per minute and use a computer. Education and Experience Graduation from an accredited high school or possession of an acceptable equivalency diploma. Six months of general clerical experience or any related combination of training and experience. Certificates and Licenses Valid Florida driver’s license. ICC Permit Tech Certification within 1 year from date of employment. Environmental Conditions Work may occur inside and outside the building.
